Director of Informatics

Position Summary:

In close coordination with senior leadership and project directors at ICAP, the Director of Informatics (Senior Staff Associate) is responsible for developing and implementing a strategic vision for electronic systems used to collect, manage, analyze, report, visualize and disseminate data collected by ICAP projects; overseeing and participating in the creation, maintenance, and advancement of ICAP supported software applications and health information systems; managing the budget and activities of the ICAP informatics team and consultants; working with ICAP end-users to deliver technical solutions that meet their requirements; and supporting proposal development.

The position is contingent upon availability of grant funding.

Major accountabilities:

Informatics (50%)

  • Develops approaches for routine data needs related to program monitoring and evaluation, surveys, surveillance, research and other activities
  • Leads the development and execution of solutions for new and/or existing applications or initiatives to support data collection, management, analysis, visualization, and use, including interoperable data systems to support case-based surveillance, geographical information systems to map key health indicators Reviews proposed modifications to existing systems and works with others to determine priorities, scope, and timelines
  • Oversees project scoping, timeline and budget estimation, resource planning and monitoring, project execution, and system support for all Informatics supported projects
  • Develop Informatics Service Center budget and unit cost for submission to the University
  • Monitors Informatics Staff time against budgeted allocations in consultation with ICAP’s Operations Unit
  • Makes recommendations on third-party software as needed and manages relationship with vendors for ICAP in NY
  • Manages informatics staff and consultants through all aspects of application development and support
  • Ensures that appropriate technical support documentation is developed and made available for all internally developed data systems and supports training activities
  • Proactively maintain knowledge of recent developments such as health information exchange, “big data” analytics applications, data visualization, and opportunities for the use of artificial intelligence and machine learning in public health
  • Oversees the creation and dissemination of analytic data sets from ICAP data sources to ICAP stakeholders, including ICAP staff, donors, MOH, and collaborators
  • Advises on data management systems security and compliance with University regulations
  • Performs other related duties as assigned

Data dissemination and use (30%)

  • Creates strategic vision for data collection, dissemination and use including adoption of innovative methods
  • Leads efforts to develop robust, user-friendly, high-quality interfaces for data visualization
  • Support increased data use across ICAP for program monitoring, evaluation, and operations research
  • Leads or contributes to data dissemination activities, including meetings, webinars, brief communications, abstracts, and manuscripts
  • Performs other related duties as assigned

Cross-cutting (15%)

  • Develops and contributes to proposals including providing key inputs regarding informatics and data use as required
  • Provide contributions to progress reports, continuation applications, and other donor reports and data dissemination products
  • Provides high-level technical guidance to country programs in planning and implementing informatics activities
  • Pursues opportunities for ICAP to explore and build capacity around innovations related to informatics, data science and SI

Performs other duties as directed (5%)

Minimum Degree Required

  • Bachelor’s degree in computer science, health informatics, biostatistics, public health or related discipline.

Minimum Qualifications

  • Minimum eight (8) years of experience managing a wide variety of informatics, data, and SI projects, including demonstrated experience in directing technical staff, team members and vendors
  • Demonstrated experience with application development and data collection and management including mobile data collection
  • Demonstrated experience working on data systems interoperability
  • Expertise in documentation, presentation tools, and project management tools
  • Excellent critical thinking, analysis, meeting facilitation, verbal and written communication, interpersonal interactions (e.g., partnering, conflict management, consulting, etc.), and organizational skills
  • Demonstrated experience working with large, health-related datasets
  • Demonstrated experience presenting data in a variety of tabular and visual formats
  • Experience supervising staff and projects, working in a team environment and working independently with minimal supervision
  • Strong project management, organizational, and administrative skills
  • Proficient in Microsoft Office Suite (e.g., Outlook, Word, Excel, etc.)

Preferred Qualifications

  • Advanced degree in computer science, health informatics, biostatistics, public health or related discipline.
  • Preferred ten (10) years of experience working with health information systems
  • Experience working with U.S. government or other bilateral donors, especially CDC
  • Experience collaborating with MOHs, NGOs and/or CDC
  • Experience in international development, public health, working with data collected as part of routine health service delivery, and/or in HIV programs
  • Experience working with OpenHIE community on interoperability issues
  • Experience in developing and/or managing aggregate and patient-level health information systems such as REDCap, ODK, CSPro, ASP.NET, PowerBI, Tableau, ArcGIS, DHIS2, HighCharts, Oracle, MySQL, and OpenMRS
  • Experience in statistical software, including SAS, STATA, R, or SPSS

Additional Information

  • Requires 5-6 international trips per year with each trip lasting approximately 7 days
