UNDPโ€™s Digital Strategy is one of the ways to do that by fostering new collaborations, introducing structures and mechanisms to enable creativity and new approaches to be developed and implemented, and building capabilities to apply digital solutions.
Digital transformation of the economy is one of the key national development priorities of Belarus. The draft National strategy for sustainable development of the Republic of Belarus for the period until 2035 emphasizes the importance of large-scale spread of innovations, development of business environment and sustainable infrastructure. In order to support Government efforts towards digital transformation and in alignment with the national priorities, UNDP is determined:

-ย ย  ย to support the development of an effective digital ecosystem in Belarus. This forms one of the strategic priorities of the next UNDP country programme for Belarus, 2021-2025. This priority area will include activities aimed at supporting national efforts in laying the foundations of an efficient digital ecosystem, developing a system and infrastructure for electronic public services for individuals and businesses based on digitalization of public administration, promoting a system of e-participation to improve public engagement in the life of the society and decision making;
-ย ย  ย to support the Government on its path to digital-centric development of the country โ€“ economic development based on the principles of โ€˜greenโ€™ and inclusive growth, mitigating climate change effects, and broadening a range of opportunities for vulnerable groups.

UNDP is well equipped to help the Government address the existing development challenges by leveraging cutting-edge global and national expertise, applying digital technologies and solutions, bringing innovation in delivery models, co-creation, collaboration, and advocacy journeys. Globally, UNDP has significant record of achievements in these areas -ย ย  digital dialogue platforms, personalized communications and engagement at scale solutions, satellite and digital imagery demonstrating development impact, STREAM Analytics Software.

The COVID-19 pandemic had an accelerator effect on the use of digital technologies. Operating effectively in the fast changing digital landscape in Belarus and globally, UNDP will identify, support and scale up innovative digital solutions that go to the core of addressing development challenges.
We are looking for a Digital Advisor who has vast experience in designing solutions, adapting best practices to specific contexts, accelerating growth and liaising with relevant stakeholders to build fruitful cooperation, capable of doing in-depth research, advise on data and work at strategic and operational levels. Digital Advisor will work in close collaboration with UNDP Belarus Accelerator Lab, programme and operations section in assisting national partners with creating, testing and implementing innovative solutions.


ย 

Positioning UNDP as a key enabler of digitalization in Belarus

  • Strengthen UNDPโ€™s digital support to the new County Programme Document for Belarus 2021-2025, which will serve as a starting point of building an efficient digital ecosystem including as part of smart sustainable cities, fostering interaction of state, society and business;
  • Identify and embed ICT and digital solutions in the new UNDP Country Programme to support the development of a system and infrastructure of key electronic services, smart cities and rural solutions, ICT skills development and e-participation platforms among other initiatives;
  • Review and improve digital results and solutions across UNDP projects;
  • Develop a strategy and a corresponding work plan for UNDPโ€™s digital ecosystem development which would directly reflect the national priorities;
  • Consistently scan, analyze and bring modern technological and ICT solutions to UNDP policies and programmes enabling UNDP response to national development priorities with the use of digital innovation;
  • Proactively explore and identify opportunities to export digital ideas and solutions from Belarus to foster the development knowledge networks within and outside UNDP.
  • Collaborate with CO specialists on external communications to ensure UNDPโ€™s thought leadership in regard to digitalization, including co-producing content for online and offline media, coordinating and convening relevant industry events, etc.

Building effective digital partnerships

  • Actively engage external partners who operate in Belarus, the region or globally, with a strong focus onย  private sector. The non-extensive list of partners includes the Government agencies responsible for innovation and digitalization, private sector, academia, , civil society groups already working with new technologies or seeking to introduce them into their operations.
  • Find areas of shared value with the private sector involved in digital entrepreneurship, including IT and telecom companies, software providers, AI developers, etc.
  • Identify best Belarusian and international digital solutions suitable for UNDP through consultative digital co-creation by using industry best practice methods and design principles.
  • Engage proactively the GPN, UNDP technology offices and relevant knowledge networks or hubs, serving as the Country Officeโ€™s focal point on digitalization.
  • Develop digital collaborations with other UN agencies in the country and abroad.

Providing advisory services within and outside UNDP

  • Advise on digital and ICT policies and programmes in key external and UNDP internal settings, bringing to the table relevant knowledge and expertise.
  • Provide sound and tailored policy advice to national, international and UN partners, maximizing the use of technologies and innovations for achieving the SDGs.
  • Organize and conduct context analysis and deep-dive thematic research to provide data-driven outtakes and advice on demand.
  • Manage relevant technology vendors working with the Country Office and advise the Country Office partners on planning, recruiting and managing technology service providers.


Establishing and maintaining digital back-office systems

  • Advise on the CO digital technologies across programme, projects, communications, data, and operations bringing them to par with best global practices, optimizing and modernizing the use of ICTs for the CO.
  • Enable a macro view of the COโ€™s data strategy and systems to increase productivity and sustainable organization, including document, data and software management processes, compliance records, operations files, investment and planning resources, customer relationship management solutions and institutional knowledge.
  • Update and consult ICT specialist on the latest tools and measures on cybersecurity and data protection;
  • Choose the most suitable tools, optimizing the specific tools used to store, manage and access data, evaluating any changes needed to the COโ€™s current tech stack with the use of most advanced UNDP technological offers.
  • Implement and enforce the information architecture, creating written procedures, conducting regular reviews, educating and retraining staff and personnel.
  • Maximize use of business intelligence placing key data at management fingertips for decision making.
  • Provide digital literacy trainings for the Country Office staff, covering new digital tools and processes that contribute to improving productivity and effectiveness.

  • University degree in Computer Science, Data science, Physics, or any other field combined with years of relevant experience
  • At least 5 years of professional experience in digital initiatives and transformation with proven track record in driving projects โ€“ leading or playing instrumental role in effectively delivering impactful elements of projects in digital environment
  • Working understanding of technology innovations, cloud computing, business intelligence and analytics, agile, lean start up and DevOps methodologies
  • Proficiency in written and spoken Russian and English. ย
