Work LocationRemote Expected duration2 months Duties and ResponsibilitiesBackground and Context The United Nations Country Team (UNCT) in Jordan produces an Annual UN Country Results Report to present consolidated evidence of the UN systemโ€™s collective contribution to national development priorities and progress towards the Sustainable Development Goals (SDGs). The report serves as the primary annual accountability and communication product for the implementation of the UN Sustainable Development Cooperation Framework (UNSDCF) 2023โ€“2027. The 2025 UN Country Results Report will provide an analytical overview of system-wide progress under the UNSDCF, with a strong focus on results, impact, and transformational change achieved through joint UN action. The report will adhere to UN standards for results-based management and data-driven reporting, emphasizing outcomes and measurable change rather than activities. The main audience of the report is at the country level, including the Government of Jordan, national partners, donors, and other key stakeholders. The report will be prepared in clear, accessible language and an inclusive format to ensure broad understanding and visibility of UN results. Objective of the Assignment In line with the United Nations Country Results Report Guidelines for UN Country Teams (December 2021) and the official Results Report template, the purpose of this consultancy is to develop a high-quality, evidence-based Annual UN Country Results Report that clearly communicates the UNCTโ€™s collective achievements during 2025 to Jordanโ€™s national development priorities under the UNSDCF. The report should demonstrate progress against UNSDCF outcomes and outputs, highlight measurable development results and changes, and showcase the value added of coordinated UN engagement in Jordan. The consultant will ensure that reporting is analytical, coherent, and grounded in verified data. Scope of Work and Responsibilities The consultant is expected to work closely with the UNCT focal persons (FPs) including the Senior Programme Group, Monitoring and Evaluation (M&E) experts and Results Groups (RGs) to complete the following tasks: i. Data Collection and Analysis ๏‚ง Gather, review and analyze data, both quantitative and qualitative, from UNCT FPs and Results Groups, focusing on outcomes and outputs linked to national priorities. ๏‚ง Ensure data alignment with and consistency with reported results, indicators, baselines and targets to produce an evidence-based report. ๏‚ง Collaborate with UNCT FPs and Results Groups to validate the accuracy, coherence and completeness of data prior to inclusion in the report. ii. Report Drafting and Development ๏‚ง Develop a structured, results-focused report that applies โ€˜change languageโ€™ and focuses on the impact of UN interventions and development outcomes rather than processes or activities. ๏‚ง Articulate clearly what has changed as a result of completed UN interventions at both outcome and output levels rather than what was done. ๏‚ง Establish logical linkages between output-level changes and higher-level outcome results; ๏‚ง Highlight progress on strategic priorities, partnerships and the collective UN contributions to overcoming key challenges and seizing development opportunities. ๏‚ง Integrate lessons learned, best practices, illustrative success stories as well as practical recommendations to address gaps, bottlenecks and coordination challenges to enhance the impact of UN interventions. iii. Feedback Integration and Refinement ๏‚ง Incorporate consolidated feedback from UNCT FPs, Results Groups and the RCO throughout the drafting process. ๏‚ง Revise and refine the report to ensure clarity, consistency and compliance with UN quality and accountability standards. ๏‚ง Submit a final, publication-ready version of the report. iv. Visual Content and Data Presentation ๏‚ง Coordinate with the UN Communications Group (UNCG) to support the development and integration of visual elements including infographics, charts and tables to enhance the reportโ€™s readability and data presentation. ๏‚ง Ensure that all visuals are relevant, data-driven and effectively support the narrative of results and partnerships. Qualifications/special skillsA master's degree or equivalent in international development, public policy, social sciences or related area is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced University degree. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 7 years of professional work experience in results-based reporting, M&E or development reporting is required. Proficiency in results-based management and report drafting, experience with data visualization tools is required. Excellent written communication skills are required. LanguagesEnglish and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in English is required. Knowledge of Arabic is desirable.
