Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The Green Growth Knowledge Partnership (GGKP) is a global community of policy, business, and finance professionals and organisations committed to collaboratively generating, managing, and sharing knowledge on the transition to an inclusive green economy. The GGKP is led by UNEP, the Global Green Growth Institute (GGGI), the Organization for Economic Co-operation and Development (OECD), United Nations Industrial Development Organization (UNIDO), and the World Bank). The mission of GGKP is to empower government decision makers, companies and financial institutions with evidence-based knowledge that can best support them to contribute effectively to the green economy transition. The GGKP provides its best practice knowledge management services through its three core platforms, the Green Policy Platform, the Green Industry Platform, and the Green Finance Platform. The Global National Implementation Plans (NIPs) Update Project supports participating countries in meeting their obligations under Articles 7 and 15 of the Stockholm Convention, particularly in relation to the review and update of National Implementation Plans (NIPs) and national reporting. The project is structured into five components, with Component 4 being implemented by the Green Growth Knowledge Partnership (GGKP). Component 4 focuses on knowledge sharing and dissemination, aiming to strengthen countries' capacity to develop, update, and implement their NIPs through targeted knowledge products, tools, and stakeholder engagement strategies. Within this context, both the private sector and the general public play vital roles. The private sector is essential in minimizing exposure to Persistent Organic Pollutants (POPs), ensuring workplace safety, and supporting the environmentally sound management of chemicals in collaboration with governments. At the same time, it is critical for the general public to be aware of the presence of POPs in the environment, understand potential exposure pathways, and adopt preventive measures to safeguard their health and well-being. To address these needs, and as part of the delivery of Output 4.1 under Component 4 of the GEF 10785 project, GGKP seeks the services of an expert to develop two outreach packages: 1. One targeting the private sector, to encourage reporting, cooperation, and safe practices in alignment with the Stockholm Convention. 2. Another one targeting the general public, with a particular focus on raising awareness among vulnerable and economically disadvantaged communities. Specific tasks and responsibilities The consultant will carry out the following tasks: Conduct a comprehensive desk review of existing outreach materials, communication campaigns, stakeholder engagement tools, and educational resources related to POPs and chemicals managementโ€”both for private sector engagement and general public awareness. Identify and compile best practices, case studies, and successful examples of public-private collaboration and public awareness efforts, drawing on both international and national sources. Analyze existing communication formats and outreach strategies to determine what approaches are most effective for different target audiences (technical/private sector and general/non-technical public), with sensitivity to cultural, linguistic, and socio-economic factors. Draft two audience-specific outreach packages: Private sector package addressing regulatory obligations, workplace safety, reporting procedures, sustainable alternatives to POPs, and incentives for cooperation. General public package with simplified information on POPs, exposure pathways, practical protection tips, and an emphasis on the right to know and act. Coordinate and conduct consultations with relevant stakeholders from project countries and regional executing agencies to validate content, gather feedback, and ensure the outreach materials are technically accurate, accessible, and culturally appropriate. Incorporate stakeholder feedback into revised versions of both outreach packages, ensuring that the final materials reflect country priorities and are ready for localization and dissemination. Ensure all content is developed in clear, concise, and adaptable formats, including editable digital files that are publication-ready and easily translated into national languages. Align outreach materials with GGKPโ€™s overall communication and outreach strategy, ensuring consistency in tone, visual identity, and messaging. Develop a brief implementation guide to accompany the outreach materials, providing practical instructions for public authorities on how to use, disseminate, and adapt the materials at the national level. Participate in regular check-ins with GGKP and provide progress updates as required, ensuring timely delivery of all outputs within the agreed 3-month period. Qualifications/special skillsยฐ Advanced university degree in environmental sciences, environmental chemistry, public health, law, communications, or a related field. Demonstrated research experience in Persistent Organic Pollutants (POPs) is mandatory. ยฐ Minimum of 5 years of proven experience in developing educational, outreach, or awareness-raising materials on chemical safety, public health, or environmental issues is required. Thorough understanding of the full lifecycle of chemicalsโ€”including production, use, trade, disposal, and remediationโ€”and the corresponding policy and regulatory frameworks at national and international levels is required. Familiarity with key international agreements and standards, including but not limited to the Stockholm, Basel, and Rotterdam Conventions, relevant ILO Conventions, human rights frameworks (e.g., right to information, right to a healthy environment), and regional regulatory regimes such as EU REACH is required. Awareness of the concerns, incentives, and constraints faced by the private sector in complying with chemical regulations and transitioning to safer practices is required. Experience engaging with public authorities and regulatory institutions, particularly on stakeholder engagement, compliance communication, or awareness initiatives is desirable. Knowledge of gender and social inclusion considerations in chemicals and waste management, particularly in engaging vulnerable groups is desirable. Demonstrated ability to translate technical content into accessible, actionable materials for diverse audiences, including both technical and non-technical stakeholders is desirable. Familiarity with international best practices in public outreach, risk communication, and participatory engagement, especially in multi-country or cross-cultural settings is desirable.
