Project Summary: **

The five-year USAID and Indonesia Harmoni activity will promote tolerance and inclusion and reduce the risk of violent extremism. Harmoni will focus support on interventions that are targeted towards norms, communities and individuals at risk of radicalization. The project has an explicit mandate to build the resilience of key Indonesian institutions that represent the front line in securing democracy, tolerance and inclusion in Indonesia.

Position Summary:

The Deputy Chief of Party (DCOP) is a Key Personnel Position and will oversee the effective operations of finance, human resources, security and logistics and travel and procurement functions. The DCOP will ensure these functions are fully aligned with programmatic priorities and objectives. The DCOP will support the Chief of Party (COP) in overall project leadership, management and technical direction of the Harmoni project. This is a full-time position based in Jakarta, Indonesia.

Responsibilities:

  • Provide support to the COP and technical team with implementation, management, client engagement
  • Coordinate between partners, government counterparts, and other implementing partner
  • Oversee the operation of human resources, finance, grants, procurement and other administration functions
  • Ensure project activities are working in harmony with the technical teams and objectives and are in compliance with MSI and USAID policies and regulations
  • Contribute to the overall program strategy, planning, monitoring, and reporting to assess project's progress
  • Coordinate communication with project partners
  • Oversee the grants portfolio, including support to technical staff in grant development, formulation, compliance and quality control
  • Work with the Monitor and Evaluation (M&E) team to review and refine M&E plans and data collection tools and contribute to periodic reports
  • Support the COP in setting security, infection control and crisis management policies and procedures, and in overseeing their execution
  • Help write and prepare for submission to USAID Harmoni's Annual and Progress Reports, Annual Work Plans, and other contract deliverables as needed
  • Serve as Acting COP in their absence
  • Perform other management, operational, and program tasks as determined by the COP

Qualifications:

  • Bachelor's degree in a relevant subject such as development studies, business administration or a social science is required, Master's degree preferred
  • At minimum eight years professional experience in international development
  • At minimum four years of experience in leadership positions managing development project operations in a programmatic and/or operational capacity
  • At minimum three years of dedicated experience managing operations and financial administration of USAID-funded projects
  • Demonstrated experience overseeing procurements, grants and service contracts in compliance with donor regulations, with knowledge of USAID regulations
  • Demonstrated experience in programs requiring community-level engagement and/or democracy promotion required
  • Experience in Preventing or Countering Violent Extremism (P/CVE) or conflict programming preferred
  • Strong leadership and communication skills
  • Demonstrated ability to manage and be flexible in difficult and challenging circumstances
  • Fluency in oral and written English is required
  • Fluency in oral and written Bahasa is required
