About this position

Belize has received the most significant foreign population in relation to its population, accounting for 15 percent of the total or 55,000 (UN 2019; IOM 2021). In general, migrants are looking to improve their social and employment opportunities. In Belize, migrants work in many sectors of the economy, and many operate small and micro businesses, contributing to economic activity and employment. However, compared to native families, migrant families are socioeconomically disadvantaged, and their education levels are lower (IDB 2020). This translates into significant integration challenges for migrant families in the country.

The Bank has been supporting the Government of Belize through investment loans, grants, and technical assistance in different sectors, one of which has been the digital transformation process of the Immigration Department of the Ministry of Foreign Affairs, Foreign Trade and Immigration (MFA). In accordance, the IDB is looking to continue supporting the digital transformation of the Immigration Department, and it is looking to contract an individual database specialist/data engineer to support this digitalization. In particular, the MFA seeks to create an analytical data warehouse to suit its analytical, reporting, and business intelligence needs. An ETL (Extract-Transform-Load) infrastructure must also be implemented to aggregate and transform data from various existing databases and then feed it in the appropriate structure and format into the data warehouse.

You will work in the Migration Unit (MIG) part of the Social Sector (SCL). The team's mission is to support migration-receiving countries, countries of destination, and migration in transit and the host communities through lending operations; regional, sub-regional, and national dialogues; regional cooperation to generate public goods; capacity building and training; and applied research.

Objectives: This consultancy aims to build a data warehouse for the MFA to be used as the main data source for dashboard, stats, and reporting in the MFA. This effort will be done with the leadership of the MFA technical team.
