Work LocationHome-based Expected duration10 months Duties and ResponsibilitiesThe CEB Secretariat is an inter-agency entity responsible for supporting the work of the CEB, the longest-standing and highest-level coordination forum of the United Nations system in the areas of programme and management. The CEB is chaired by the UN Secretary-General and is composed of the chief executives of organizations of the UN system. The Secretariat is co-located in New York and Geneva, and the Chief of the CEB Secretariat in Geneva serves as Secretary of the CEB’s High-Level Committee on Management (HLCM). The CEB Secretariat manages the most established and comprehensive data consolidation platform in the UN system. It contains both financial and personnel data from the entire UN-system and is collected using annual statistical questionnaires. It also hosts two data collections in collaboration with UN Women on the recruitment and retention of staff members. The CEB Secretariat has worked over the recent years to continually improve the quality and comprehensiveness of the personnel data collected from the UN system organizations. Most notably, the CEB Secretariat has presented to the HR Network a comprehensive People Analytics Dashboard that serves as a data-driven tool to inform senior leadership in HR in overall staff trends and pattern. In line with the mandate of the GA to the ICSC to conduct a comprehensive review of the Compensation Package, the HR Network has established a Working Group to coordinate and align the positions and views of the UN System's Organization. This Working Group is supported by the CEB Secretariat through the HR Analytics Community of Practice and by providing comprehensive system-wide analytics. The CEB Secretariat is expected to respond and provide upon request from the Working Group detailed analysis related to the elements of the Compensation Package building on the data that has been collected and possibly by designing and collecting new data fields. Duties and Responsibilities Under the overall guidance of the Senior Interagency Advisor to the HR Network the consultant will perform the following duties with a focus on advancing Education Grant, Mobility and Social Benefits Analysis including from a behavioral science angle: • Relates, merges, and manages large data bases using PowerBI, SharePoint, PostGreSQL and R. • Develops custom data models and algorithms to apply to data sets; suggests and executes comprehensive and cost-effective data cleaning procedures. • Suggests and visualizes insights on compensation-related Analytics. • Mines and analyzes data from system-wide databases • Builds dashboards presenting trends and patterns of the above topics over time. Develops processes and tools to monitor and analyze model performance and data accuracy. Qualifications/special skillsAdvanced University degree or equivalent in psychology, behavioral economics, statistics, and/or other relevant field is required. Expert knowledge of R programming, including the development and maintenance of R packages, and data visualization through PowerBI is required. Excellent knowledge of advanced mathematical modelling such as multi-level models and machine-learning techniques is required. Experience with cleaning, manipulating, storing and analysis complex and large datasets is required. Practical experience with modelling UN Common System entitlements and arrangements within the project scope (mobility, Education Grant, social benefits) is required LanguagesFluency in English (both oral and written) is required.
