ROLE SUMMARY

The Country Programme Coordinator for Health and Nutrition will provide strategic guidance to technical teams and project managers (PMs) and oversee the progress of operations in ways that promote CARE SSDโ€™s strategic goals. The ideal candidate will be an excellent leader and will have experience in managing health and nutrition staff to produce results in a timely manner. S/He will be able to strategize, implement, and maintain programme initiatives that adhere to CARE SSDโ€™s objectives, develop programme assessment protocols for evaluation and improvement, maintain CARE SSDโ€™s standards of satisfaction, quality, and performance; oversee multiple project teams, ensuring programme goals are reached, manage budgets and timelines including regular budget analysis with project managers and support Programme Development and Quality Coordinator (PDQC) in creating new ideas/projects and developing long-term plans for Health and Nutrition units following CARE SSDโ€™s new strategy.

RESPONSIBILITIES

Programme Management and Coordination

Works closely with the DCD-P, cross-functional teams, and assigned PMs to update or develop the scope, deliverables, required resources, work plan, budget, and timing for running and new health and nutrition projects. Manages health and nutrition project teams for optimal results across stages of the project cycle, and coordinates and delegates cross health and nutrition projects. Ensures programme compliance with applicable laws, regulations, and policies, including those related to health and nutrition programmes.

Technical Monitoring and Program Quality

Works closely with the DCD-P to ensure smooth running of health and nutrition programmes across CAREโ€™s operational areas. Ensures activities are consistent with established best practices, which are acceptable internationally {WHO/SPHERE (Water supply, sanitation and hygiene promotion (WASH); Food security & nutrition; shelter & settlement and health and Ministry of Health (MoH) standards}. Supports the MEAL team in development of new strategies that includes proposal of data collection methods and defining medical indicators during project design; and supporting the team by providing guidance in data collection.

Program Development

Works with senior management team and field teams in strategic planning for health and nutrition programmes that align with the CARE's objectives and target population SSD ensuring that programmes are culturally appropriate and responsive to the needs of the communities. Works with the PDQC to identify funding opportunities and develop a pipeline for new health and nutrition projects to grow the programme portfolio.

Representation

Represents CARE SSD to national Health and nutrition coordination meetings, Health and nutrition Forums, health and nutrition clusters/subclusters, donor and stakeholder meetings and other technical working groups. Ensures maximum visibility of the agency amongst the donor and INGO communities.

Human Resources Management

Assists in the selection and training of qualified health and nutrition project managers, technical advisor(s) and other programme staff, recommend promotions, and implement disciplinary action suggest termination of staff in consultation with the Senior Leadership Team (SLT). Collaborates with national health authorities and relevant international health agencies for the development of an approved curriculum to meet training needs and support technical adviser(s) and project managers to implement those plans.

QUALIFICATIONS

1. Design and implementation of Health and Nutrition programmes in fragile states and for refugee and IDP populations.

2. Five yearsโ€™ experience in a coordination role requiring provision of support to multiple offices/locations/teams including community-based health and nutrition, outreach and mobile teams

3. Proven experience of successful capacity-building of health and nutrition field staff and partners, with experience in remote training

4. Proven experience supporting project teams on full project cycle technical needs (design, implementation, M&E, lessons learned), experience in emergency. or protracted crises setting.
