In response to the unfolding crisis in Ukraine, the Norwegian Refugee Council (NRC) has positioned itself as an important actor in providing life-saving assistance and supporting durable solutions for displaced and conflict-affected people. Since February 2022, NRC has assisted more than 1M people with food, shelter and NFIs, legal assistance and counselling, protection from violence, education, and multi-purpose cash assistance. Following two years of sustained growth and expansion of activities implemented across Ukraine, NRC's strategic vision is being refined to prioritise immediate humanitarian needs in areas most affected by conflict and displacement, but also to facilitate sustainable recovery and resilience building among affected communities. By leveraging its core competencies and fostering strong partnerships with local actors, NRC strives to deliver quality assistance based on the priorities identified by affected people, ensuring that its interventions contribute meaningfully to the overall humanitarian response.
What we are looking for:
A strategic leader ideally a Country Director or Senior Manager with solid experience in a similar role. Experience managing both programmes and support functions is preferred.
Strong people management skills, with experience managing complex change processes.

What you will do:
Working with the CMG, realign NRCโs programmatic approach to Ukraineโs changing context with a focus on local actors. Working with the CMG, lead the country office through the resulting changes.ย Provide strategic leadership in line with regional and global ambitions, aiming to develop and implement a holistic response across programmes, advocacy and policy work.ย Lead the CMG in an inclusive and participatory manner that allows for the flow of ideas and adaptation to an ever-changing context.ย ย In close collaboration with the Head of Programme, develop and maintain strong relationships with donors, partners, and other key stakeholders to enhance collaboration and secure funding.ย Represent NRC in the media, raising awareness of the humanitarian situation in Ukraine and NRCโs response efforts.ย Ensure NRCโs activities are carried out in line with NRCโs Response Policy and other relevant (country/regional/global) strategies, donor rules and regulations and NRC policies and procedures, including but not limited to the Project Cycle Management framework, HR / Finance and Logistics handbooks.ย ย Oversee and ensure the implementation of sound and balanced risk management practices, with due consideration for the principle of Duty of Care.ย ย Continuously promote a positive and collaborative working environment characterised by high levels of trust and respect, with due consideration for staff care and wellbeing.ย ยWhat you will bring:
Minimum 7 yearsโ experience from working as a Senior Manager/Country Director in humanitarian/recovery context Experience from working in complex and volatile contexts Strong people management skills, with experience managing complex change processesย Documented/proven results related to the positionโs responsibilities Knowledge about own leadership skills/profileย Fluency in English, both written and verbalย Valid driverโs licenseยContext/ Specific skills, knowledge and experience:ย

What we offer
Duty station: Kyiv Contract: 24 months. Travel: Frequent travel to the field and areas of implementation. Salary/benefits: Grade 12 on NRC salary scales and terms and conditions.
