Expected duration3.5 months Duties and ResponsibilitiesBackground and objectives As part of its mandate to promote human development and support democratic transition in the region, ESCWA implemented the NAFS programme since 2012. The programme has served as an inclusive platform for technical dialogue among Syrians from all backgrounds. It remained one of the key platforms to systematically assess the policy needs for a post-conflict Syria. The Syrian conflict has profoundly impacted the country's socioeconomic fabric, resulting in institutional collapse and widespread displacement. As Syria enters a transitional phase following the fall of the regime, a critical window of opportunity has emerged to rebuild governance structures, promote social cohesion, and support economic recovery. In response to the evolving context, ESCWA continues to implement a range of projects and initiatives building on its long-standing efforts under NAFS to support Syriaโ€™s transitional phase. These include research, analysis, and activities designed to support the transition and reform processes, aligned with the needs and priorities of Syrians. The objective of this contract is to support the development of a monitoring and evaluation (M&E) framework, along with templates to capture lessons learned that can be applied across ESCWAโ€™s broader work in Syria. Duties and Responsibilities Under the supervision of the Syria Portfolio Coordinator/NAFS Programme manager, the consultant will be responsible for the following duties: โ€ข Assist in the delivery of the M&E framework for new and ongoing projects under NAFS, including developing tools, templates, and guidelines for data collection, tracking, and reporting. โ€ข Ensure that M&E tools include mechanisms for capturing lessons learned and best practices and contribute to internal knowledge-sharing processes through the development of learning briefs, case studies, or summary notes as needed. โ€ข Support NAFS PM in developing concept notes and mobilizing resources from new donors for the identified priority projects and in other requests as agreed with the PM. Qualifications/special skillsA Bachelors degree in one of the following majors: Political Science, International Relations, International Development, Programme management, or related field is required. An advanced university degree in these fields is desirable. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 8 years of experience working with international development or humanitarian agencies, preferably in donor relations, resource mobilization, communication, or project development is required. Experience working with donors in the Arab region is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in English is required.
