We are seeking a highly motivated and experienced consultant to provide technical support in fisheries post-harvest loss assessment and reduction, value chain upgrading, and enhancing sustainable livelihoods in line with project objectives for Tanzania.

The Consultant will play a critical role in enhancing the effectiveness of post-harvest management practices within the fisheries sector of Tanzania as part of the Asia-Africa Blue-Tech Superhighway project. S/he will provide technical expertise and guidance on reducing post-harvest losses, upgrading value chains, and implementing sustainable practices that promote gender equity and equality in small-scale fisheries. The Consultant's contributions will be instrumental in achieving the project's goal of sustainable livelihoods and strengthened value chains for smallholder fishers.

Scope of Work

Policy and Management Strengthening: Assisting in the review or development of management plans for small-pelagic fisheries in Tanzania. Regulatory Framework Enhancement: Increasing compliance with fish quality and safety standards for Tanzanian market. Market Expansion and Trade Barrier Reduction: Conducting situational analyses on market issues, and engaging officials regarding domestic and international (regional) trade of dried fish dagaa. Technology Adoption and Infrastructure Improvement: Assessing storage, packaging, and processing needs; facilitating capacity building; supporting the establishment of processing technology hubs; and improving fishing technology in Tanzania. Skill Development and Knowledge Sharing: Identifying training needs, engaging community-based mentors, and conducting educational campaigns to improve fish handling and processing skills with Beach Management Units and processing groups in identified coastal areas.

Requirements

Skills, Experience and Knowledge (required to perform this task)

Expertise in Fisheries Post-Harvest Management: Proven track record (over 15 years) in implementing and advising on effective post-harvest handling, processing, and storage techniques in the fisheries sector in TANZANIA. Familiarity with the latest technologies and innovations that reduce wastage and improve product quality. Experience in Value Chain Analysis and FLW Assessment: Demonstrated ability in conducting comprehensive value chain analyses, identifying critical points of loss and inefficiency within the fisheries supply chain. Experience in applying FAO's methodologies in Tanzania context for fish loss assessment is highly desirable. Knowledge of Sustainable Livelihood Practices and Gender Equity in Fisheries: Deep understanding of sustainable livelihood approaches in the context Tanzanian fishery sector.ย  Communication Skills: Good verbal and written communication skills, including the ability to facilitate workshops and effectively collaborate with diverse stakeholder groups in local languages. Adaptability and Problem-Solving Skills: Ability to adapt to different cultural contexts and solve complex problems creatively and effectively. Management and Collaboration: Management skills with the ability to lead and collaborate with multi-disciplinary teams, ensuring timely delivery of project objectives for WP3 work in Tanzania.

Other Requirements

The Consultant will be required to travel to different project locations and should be comfortable working in varied environmental conditions. Flexibility, cultural sensitivity, and the ability to work under tight timelines are essential for this role. Experience working with national and international organizations such as TAFIRI, Tanzanian Ministry of Livestock and Fisheries, Blue Economies, and FAO preferred.
