Result of ServiceThe consultant role of Senior Technical Lead – Education, plays a crucial role in leading the implementation of various projects in the Digital Transformation of the Education Department at UNRWA. The incumbent will lead and advise Education on technical solutions for Education. They will be responsible for translating business requirements into practical, functional and technical solutions. The incumbent will work closely with a team of software developers, business analysts, solution architects, analyst programmers, and quality assurance officers to ensure the successful delivery of these solutions. The emphasis will be on fostering collaboration to ensure the successful delivery of IT solutions for the Education Department, by overseeing development of user requirements, and coordinating technical requirements with the project team. Work LocationAmman - Jordan Expected durationup to 11 months Duties and ResponsibilitiesThe Consultant will be working with the Digital Acceleration team members. Specific Outputs/Tasks include but not limited to: Security Operations • Be responsible for management and improvement of the security technology and tools used. Leadership: • Oversees the project team consisting of internal DITID staff, external service providers and other stakeholders as required; empower and motivate the team and encourage a sustainable pace with high levels of quality; monitor and evaluate team performance against plans. • Leads the process of analyzing user requirements received from the Education Department, and based on this analysis, recommends technical solutions, proposes system architecture and design, and provides cost and effort estimates for the implementation of approved solutions. Technical Execution: • Lead the design and implementation of various Education Department solutions under the KfW Digital Transformation Program, and ensure relevant modifications are made to enhance scalability and integration with other UNRWA technologies. Application Development: As part of a Fusion Team, they are accountable for the development of solutions in his/her assigned domain(s). In this capacity, acts as the Product Lead and will work closely with the Head of the Application Development Team to determine the deliverables. Follow up with the Scrum Master on progress made and changes needed to the application development work assignments. Facilitate communications and interactions between the Scrum Team and other Education Department stakeholders. Application Maintenance and Support: • Ensures the provision of regular maintenance and support for assigned software applications by the Application Development team through preventive maintenance, resolution of incidents and development of change requests and enhancements. Contributes to the sustainment and enhancement of non-functional aspects of running applications, especially performance. Quality Assurance: • Organizes unit, integration, and other testing for Education Department systems; oversees the development and implementation of test cases; assists team members in conducting testing; and helps conduct the user acceptance testing. Project Management: • Plan, execute, and oversee all phases of assigned projects. It includes defining project scope, creating detailed project schedules, managing resources and budgets, and identifying and mitigating project risks. • Serve as the primary point of contact for stakeholders, ensuring effective communication and fostering collaboration among cross-functional teams. Ensure effective coordination with third-party vendors, consultants, and internal teams while emphasizing change management and facilitating user training, ensuring the successful implementation of the assigned project. Stakeholder Engagement: • Collaborate seamlessly with internal teams, field teams, subject matter experts, business stakeholders, and external partners to translate business requirements into practical, functional and technical solutions. • Coordinates with internal and external development teams, ensuring seamless alignment with business requirements and technical solutions as may be required. MINIMUM QUALIFICATIONS AND EXPERIENCE • An advanced university degree from an accredited educational institution in Computer Science, Information Systems, Software Engineering, Software Architecture, Computer Science, Business Analysis, or related disciplines. • A minimum of six (6) years of progressively responsible and relevant professional experience as a Software Developer, Systems Analyst, Business Analyst or Project Manager • Relevant experience in implementation of Education Systems such as School and Student management systems, and digital learning platforms • Unless currently serving as an international staff member in the UN Common System, candidates must have a minimum of two continuous years of relevant international experience gained outside UNRWA and outside the country(s) of citizenship. • A strong understanding of system development life cycle methodologies (e.g. agile), including practical experience in implementing and overseeing these methodologies across diverse teams. • Experience in cloud-based technologies and platforms, such as Azure or AWS, reflecting the emphasis on designing and implementing cloud-native solutions.
