JOB TITLE : Programme Policy Officer (Environmental Sustainability)

ORGANIZATIONAL CONTEXT
The World Food Programme (WFP) is the worldโs largest humanitarian organization with a dual mandate to save lives and change lives. In Chad, WFP works with the Government of Chad through various interventions to achieve Sustainable Development Goal (SDG) 2-Zero hunger.
One of WFP interventions in Chad is the integrated resilience building programme consisting of Nutrition Sensitive, School meals, Food for Asset creation and livelihood, and Small Agricultural market support at household, community, and institutional levels.
WFP received funding to implement a multi-year project on Building Resilience and Social Cohesion in Chad. Hence, WFP is looking to recruit an expert to oversee the implementation of environmental and and social safeguard and other WFP resilience initiatives.
This role will be based in the Chad Country Office in NโDjamena and the consultant will report to the Head of Resilience. The consultant will operate in large and complex programme environments. Such environments can be characterized by challenging political, operational or security situations, access restrictions, large and varied programme portfolios requiring a range of approaches, or cutting edge, globally reaching, high profile and strategically important policies and programmes requiring advanced technical, leadership, coordination, and management skills.
The consultant will be expected to operate with high independence in his/her specialties to manage the integrated resilience projects in the locations identified through the project.
ACCOUNTABILITIES/RESPONSIBILITIES:
The Environment Officer shall report to the Head of Resilience Unit. His/her responsibilities may include, but are not limited to, the following:
- Review and Assessment โ Analyze relevant literature and project documents, focusing on Environmental and Social Assessment needs.
- Impact Assessments & Audits โ Conduct Environmental and Social Impact Assessments (ESIA) and Environmental Audits (EA) in compliance with donor and national policies.
- Supervision & Compliance โ Oversee technical reviews of environmental assessments, ensure approvals from relevant authorities, and monitor compliance with environmental regulations.
- Risk Evaluation โ Assess environmental risks and impacts in alignment with donor performance standards.
- Guidance & Implementation โ Provide technical support on mitigation measures, safeguards, and compliance action plans.
- Stakeholder Coordination โ Collaborate with project teams, contractors, government agencies, and communities to ensure effective implementation of environmental safeguards.
- Monitoring & Reporting โ Conduct environmental supervision, organize review meetings, and prepare periodic progress reports.
- Knowledge Sharing โ Contribute to lessons learned, best practices, and support grievance redress mechanisms.
- Perform additional related tasks as needed.
Education: Masterโs degree in environmental sciences, Forestry, Natural Resources Management, or a related field from a recognized University/Institution.
Experience:
- A minimum of 6 yearsโ experience in areas related to conducting a comprehensive Environment and Social Impact Assessments and Analyses.
- Experience in Environmental Audit (EIA/EA) and monitoring as well as experience with the World Bank safeguard policies and Performance Standards are added advantages.
Knowledge & Skills:
- Environmental Risk & Compliance: Expertise in environmental risk analysis, safeguard compliance, and mitigation strategies.
- Technical Proficiency: Strong in renewable energy support, tool development, and data-driven problem-solving.
- Project & Stakeholder Management: Skilled in advising and guiding project teams, especially in NGO/UN settings and emergency/development operations.
- Communication & Coordination: Excellent writing, reporting, and interpersonal skills; ability to engage with diverse stakeholders.
- Professionalism & Ethics: High integrity, autonomy, accountability, and adaptability in sensitive environments.
- Organizational & Team Skills: Strong planning, multitasking, and teamwork abilities with respect for diversity.
- Field Readiness: Adaptability to hazardous conditions and willingness to undertake field assignments.
