The consultant will contribute to this project by drafting one main section of a toolkit on aligning food systems and climate action in LDCs, focusing specifically on (i) conducting policy and legal mapping and (ii) designing stakeholder mapping and consultation processes, providing a series of case studies from Mauritania, Sudan, and Yemen. It will give an overview of existing resources that can enable the enhancement, replication and scaling of successful practices. Additionally, the consultant will contribute to national mapping reports on climate change and food systems policies, plans, and regulations in Mauritania, Sudan, and Yemen, which will be prepared by national consultants consolidating them into a harmonized format. In parallel, the consultant will participate in national capacity-building workshops in each of the three countries (either in person or online) to deliver inputs on food systems and climate interactions within fragile settings. Duties and Responsibilities The consultant will develop a section of a toolkit aimed at supporting LDC policymakers in aligning food systems transformation with national climate action plans. The section will focus on methodologies for conducting policy and legal mapping as well as stakeholder identification and design of consultation processes. It will provide step-by-step guidance, illustrative examples, and practical tools that can be used by national governments and development partners. In drafting the chapter, the consultant will ensure conceptual consistency with existing project materials and will integrate lessons learned from the three country mappings and national workshops. The consultant will review, contribute and harmonize in a common format three 20-page mapping reports (in English) for Mauritania, Sudan, and Yemen, analyzing existing national plans, policies, pathways, and institutional structures related to climate action and food systems transformation. The regional consultant will also follow up closely and advise the national consultants. The final structure of the national reports will be determined in consultation with the ESCWA team. Finally, the consultant will contribute to the agenda and participate in national capacity-building workshops organized in Mauritania, Sudan, and Yemenโ€”either in person or remotely, depending on logistical feasibility. For each workshop, the consultant will prepare inputs for the sessions on food systems and the interactions between food systems and climate action within fragile settings, including the identification of gaps, synergies, and opportunities for alignment. The consultant will collaborate with national conveners and ESCWA staff to adapt content to each countryโ€™s context, respond to technical questions from participants, document key insights that emerge during the workshops, and integrate relevant elements into the consolidated mapping reports, and the toolkit. Qualifications/special skillsMaster's degree or higher in food security/food systems, economics, public policy, agriculture, climate change, sustainable development or a related field is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. At least 10 years of experience in research and analysis related to food systems, climate change, or sustainable development planning is required. Experience in food systems or climate change policy-making in LDCs is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA.
