Background information
The Extra-budgetary SPU project โSPU Management Support: Programme Implementation Unit (PIU)โ (no. 1102469) is established to provide administrative, programme, project management and implementation support to enable the implementation of multiple projects under the Programmeโs scope across all three OSCE dimensions.
In particular, the PIU will provide (among other things) overall programmatic co-ordination, evaluation and quality assurance of project management in line with OSCE standards, methodologies and the Common Regulatory Management System (CRMS); co-ordination and preparation of programmatic and financial reporting on the programme level; as well as management of compliance with donor requirements. This will include ensuring monitoring and evaluation at the programme level, as well as ensuring proper monitoring and evaluation of all projects within the SPU, and the PIU project itself, including quality control of project reports and consolidation of reports for the entire programme. For this purpose, the SPU needs to involve a Monitoring and Evaluation Consultant.
Please note that this is a short-term consultancy assignment of up to 60 working days within 5 months duration. The consultant will be required to work from home with the ability to engage with SPU staff and provide services remotely.
Tasks
โข Conduct a review of draft project progress and final self-evaluation reports for the SPU. Provide feedback to the respective project managers in the form of edits and comments, as well as through consultations, to ensure the reports adequately reflect the information about projectsโ implementation during the reporting period and that the information is presented in line with the standard OSCE reporting requirements
โข Provide input to the draft six-monthly programme progress reports for the SPU, including based on the information from project reports and monitoring data, using the standard template
โข Co-ordinate with SPU projects staff the implementation of the Monitoring and Evaluation Plan for individual projects and for the programme; arrange and manage tracking of monitoring and evaluation data collection, retention, and processing
โข Provide guidance and consultations to SPUโs programmatic staff on monitoring and evaluation data collection and processing, as well as on methods, tools, and best practice in monitoring and evaluation that can be used in SPUโs project work
โข Assist the Support Programme Manager with organizing and conducting internal semi-annual Programme Management Review(s) (PMR). This will include preparing relevant templates, providing guidance for SPUโs project staff for preparing the review materials, and providing inputs and feedback during the review process
โข Oversee and be SPUโs primary focal point for decentralised (commissioned) evaluations; backstop SPUโs Evaluation Focal Point and participate in Evaluation Networkโs meetings
โข Contribute to the presentation and dissemination of SPUโs evaluations findings, conclusions and recommendations
โข Contribute to the development and preparation of SPUโs programmatic planning instruments, ensuring that they are consistent with OSCE project management methodology and adequately reflect the need for monitoring and evaluation
โข Provide support to SPU project staff and management to ensure that all reporting products are gender-mainstreamed
Job Requirements
โข University degree in social sciences or humanities
โข Minimum three years of professional experience in the field of Monitoring and Evaluation at national and/or international level, including formal qualifications, in Monitoring and Evaluation
โข Experience with conducting or commissioning evaluation, preferably in international context
โข Experience with reviewing and/or drafting donor reports
โข Experience with reviewing and/or preparing programmatic documentation, such as proposals, guidelines, templates
โข Excellent knowledge of English and Ukrainian, including excellent communication and drafting skills
โข Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities
โข Ability to produce deliverables with little supervision and to work effectively as part of a team
โข Computer literate, proficient with MS Office applications and teleconferencing tools (e.g., Zoom) to effectively work remotely with a variety of stakeholders
โข Ability to work with people of different nationalities, religions and cultural backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
Remuneration Package
Remuneration will be in accordance with the OSCE Support Programme for Ukraine established consultancy rates.
