The International Organization for Migration (IOM โ€“ UN Migration), through its offices in France and in Brazil, is launching the second phase of the project \"Climate Migration in Urban Areas: Challenges, Perceptions, and Inclusion\" in collaboration with and funded by the City of Paris.

Drawing on its expertise and objectives in environmental migration, climate change adaptation, and urban resilienceโ€” as outlined in its Institutional Strategy on Migration, Environment, and Climate Change 2021-2030โ€” IOM supports local authorities in addressing the underlying challenges and seizing opportunities related to migration and displacement in the context of climate change, environmental degradation, and natural hazard-related disasters.

Climate migration, though difficult to quantify, is intensifying due to rapid and slow-onset disasters. Increasing exposure to climate risks could play a role in the intensification of internal and international migration flows, towards major cities such as Paris or Rio de Janeiro.

Cities are at the heart of adaptation; they must address the consequences of climate change, strengthen the resilience of their populations, and play a key role in welcoming and integrating migrant populations. Despite their contrasting demographic, socio-economic, and geographical contexts, Paris and Rio de Janeiro are both facing the challenges of urban adaptation in the context of climate change.

This initiative will explore the strategies of Paris and Rio de Janeiro to address the environmental adverse factors of migration and the policies aimed at welcoming and integrating climate migrants.

This approach aligns with the broader framework of theย City of Paris Climate Plan, itsย Resilience Strategy, theย Paris Agreement, as well as the commitments made by Member States under theย Global Compact for Migration, theย New Urban Agenda, theย Sendai Framework for Disaster Risk Reduction, theย IOM Strategic Plan, and the following Sustainable Development Goals (SDGs):

SDG 10 Reduced Inequalities, particularly target 10.7 on migration and mobility.

SDG 11 Sustainable Cities and Communities.

SDG 13 Climate Action.

SCOPE

The study will pursue the following objectives:

Identify the measures and strategies implemented to address the adverse environmental factors of migration impacting the local population in the face of climate impacts. Examine existing mechanisms for welcoming and integrating climate migrants within urban planning, employment, healthcare, inclusion, and participation systems. Assess the participation of migrants in shaping urban responses to climate challenges. Compare the approaches adopted by both cities and propose strategic recommendations. Explore opportunities for collaboration beyond the study between the two cities, as well as within city networks and other international diplomatic mechanisms.

Documentary Analysis:ย A review of official reports, academic studies, municipal strategic documents, and publications from NGOs and international organizations. Qualitative Interviews:ย Between 6 to 8 interviews with representatives from local administrations, NGOs, migrant associations, and urban planning experts.

Deliverables

A synthesis report (20 to 30 pages) including: A comprehensive stakeholder, legal, and policy mapping, outlining frameworks, mechanisms, and practices related to human mobility in both cities within the context of climate adaptation. A comparative report on public policies implemented in Rio de Janeiro and Paris, assessing their effectiveness and potential for replication. Recommendations and best practices for climate adaptation and environmental migration, tailored to both cities. An executive summary (3 to 5 pages) highlighting key findings. An oral presentationย of the studyโ€™s results.

A presentation of the study will be expected in person, in September, in Paris, and in October in Rio de Janeiro, by the relevant expert for each geographical area.

Performance indicators for the evaluation of results

Deliverables will be submitted within the deadlines specified above. The quality of the deliverables will comply with the tasks outlined above. The final version of the results submitted will reflect the contributions of the consulted parties.

Qualifications & Requirements

Masterโ€™s degree in social sciences, humanities and related fields Advanced knowledge and skills in research on migration, the environment, climate change, and urban environments. Proficiency in both Portuguese and English is required; knowledge of French is an advantage. Legal status allowing the provision of services (SIRET number).

A brief proposal, including a description of the approach and the candidate's experience (CV and cover letter). Examples of similar work. A budget in euros, including a breakdown of costs for the two deliverables (final report and final mapping) and any trip planned for the research.

Payment Terms

Payments will be made in two installments: 50% upon signing the contract and 50% after validation of the final report.
