JOB TITLE : Logistic Officer (Food Safety and Quality)
TYPE OF CONTRACT: Consultancy Level II
DUTY STATION (City, Country): N'Djamena, Chad
DURATION: 11 months
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holder in Chad report to the Head of Supply Chain or a more senior Officer.
Job holders will shape and lead the implementation of food safety and quality management and/or food product optimization initiatives at country level, providing guidance and advice to local suppliers as per WFP standard. Job holders are responsible for partnering with the key supply chain functions to ensure an integrated supply chain approach to meeting the food assistance needs of beneficiaries.
JOB PURPOSE:
Lead the implementation of food safety and quality management and/or food product optimization initiatives at country level.
To provide support to policy and programme activities that effectively meet food assistance needs.
ACCOUNTABILITIES /RESPONSIBILITIES:
- Develop and implement policies and procedures on the WFP approach to food technology issues ensuring alignment with WFP procurement and supply chain strategy, policies and plans.
- Oversee the establishment of field operations protocols for risk and incident management to enable rapid response to situations with food safety concerns.
- Oversee the establishment of field operations systems to support the prevention and mitigation of food losses e.g. food safety incidents management, creation of food specifications and standards to national standard or development of risk-based system for supplier assessment.
- Provide technical guidance and input to country offices in the design and implementation of large scale and/or complex and varied WFP food assistance programmes, ensuring compliance with WFP food and safety regulations.
- Lead and motivate a large or highly specialized team of staff providing coaching, training and guidance as required to ensure appropriate development and enable high performance.
- Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries.
- Build productive relationships and strategic partnerships with senior stakeholders in UN agencies, NGOs, governments and the private sector to leverage the opportunities to incorporate industry best practices and enhance WFP capacity to respond effectively to levels of under nutrition
- Build relationships and collaborate closely with counterparts in key supply chain functions to establish and implement policy and guidelines that maintain, monitor and verify food safety and quality along the WFP supply chain (including through the design and review of training materials).
- Facilitate and oversee WFP involvement in cutting edge research that supports continuous improvement of the available basket of foods for nutrition interventions and enables WFP to provide the most suitable foods to achieve the desired nutritional impact.
- Provide expert advice and guidance to WFP staff at all levels, partners and governments, supporting country operations to build local capacity in the processing and production of specialized nutritious foods.
- Oversee and prepare accurate and timely accounting, data collection and reporting, to inform supply chain planning and contribute to a WFP wide view of food technology issues and activities, enabling informed decision making and consistency of information presented to stakeholders.
- Take responsibility for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.
- Follow emergency preparedness practices to ensure WFP are able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.
- Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced university degree in Food Technology, Health Sciences, Food Control, Nutrition or other related field, or First University degree with additional years of related work experience and/or training/courses.
Experience:
- Minimum 6 years of professional post graduate experience relevant to the area of work.
- Experience developing reports and presenting to senior leadership or external partners.
- Experience leading cross-functional initiatives.
- Experience developing strategies, policies around food safety and quality management.
- Experience supervising others.
Languages:
Fluency (level C) in both French and English language
