Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the worldโs largest humanitarian organization, with a network of 191-member National Societies. The overall aim of IFRC is โto inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.โ IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination (NSDOC); (ii) Global Relations, Humanitarian Diplomacy and Digitalization (GRHDD); and (iii) Management Policy, Strategy and Corporate Services (MPSCS).
IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.
The National Society Development and Operations Coordination (NSDOC) Division comprises three departments (Disasters, Climate & Crises, Health & Care and National Society Development Services) as well as a cross-cutting team, within which the DREF, Information Management and Quality Delivery (DRIMQ) unit sits.
The Accelerating Information Management (AIM) Programme outlines a holistic, multi-year programmatic approach that will support the IFRC network to use data and evidence to make better target and deliver assistance for communities to prepare for, respond to and recover from disasters and crises, particularly in the least supported and most vulnerable and marginalized communities.
This role is based in Geneva however, it may require travel to IFRC Regional Offices and Delegations to provide support as necessary.
Job Purpose
The Grant Management Officer will provide administrative and coordination services to facilitate implementation of the Accelerating IM (AIM) Programme, including project management, activity monitoring and reporting (financial and narrative) support. The role will collaborate closely with technical, finance, PMER, legal and National Society Services Department (NSDS) colleagues.
Job Duties and Responsibilities
- Ensure effective AIM programme grant implementation with relevant stakeholders, including AIM pillar leads
- Prepare narrative reports and pipeline analyses by liaising with overall project managers and implementation team in headquarters, regional offices, American Red Cross and partners
- Monitor the delivery of programme outputs to agreed time and budgets
- Organise preparatory materials for regularly scheduled and ad hoc calls with donors and other programme colleagues
- Develop monitoring, evaluation, and reporting strategies for relevant projects and activities at the global level, including an indicator tracking table, in close collaboration with relevant AIM regional focal points and global technical staff.
- Ensure IFRC financial, administrative and business processes are followed
- Ensure the integrity of financial and administrative procedures and the consistent application of IFRC rules and procedures related to project activities, particularly as regards donor (USAID, SIDA, etc) grant compliance
- Set and follow knowledge management processes (e.g. folder structure and file sharing conventions) for the grant administration and wider AIM programme
- Support IFRC IM unit colleagues in Geneva with administrative processes by providing guidance and identifying relevant resources
- Participate in IFRC IM unit team workplanning and collaborative exercises, preparing relevant materials to help monitor budgetary and work effort exercises
