To prepare for and facilitate the Competency Based Couse for Health Workers Providing Services to Refugees and Migrantsโ master training of trainers to be piloted in Jordan and then rolled out in Iraq, Lebanon, Oman and Tunisia.
3.ย ย ย ย ย ย ย ย ย Background ย
The Health and Migration Programme (HMP) of the World Health Organization (WHO), in close collaboration with the Health Workforce Department, has developed the Refugee and Migrant Health: Global Competency Standards for Health Workers. These standards aim to strengthen the capacity of health workers to provide equitable, culturally appropriate, and person-centered healthcare for refugees and migrants.
The primary objectives of the Competency Standards are:
ยทย ย ย ย ย ย ย Enhance healthcare delivery for refugees and migrants.
ยทย ย ย ย ย ย ย Ensure culturally appropriate and person-centered care.
ยทย ย ย ย ย ย ย Adapt standards to diverse healthcare settings while maintaining core expectations.
Following the global launch of the Competency Standards, WHO is advancing structured training initiatives at international and regional levels. These initiatives aim to provide comprehensive training and resources to healthcare workers globally. At the EMR level, this consultancy will focus on regionalizing the curricula and facilitatorโs guide through content adaptation. This will allow for a better focus on issues pertaining to refugees and migrants in the Eastern Mediterranean Region.
A key priority is building the capacity of local trainers through Training of Trainers (ToT) programs, enabling sustained cascade trainings within host countries and across the region. Jordan, given its extensive experience in refugee response and its strategic location, will host a pilot of the ToT workshop. This will serve as a model for national and regional replication of the training programme.
Expected outcomes of the Competency Standards training:

4.ย ย ย ย ย ย Deliverables
Develop contextualized content based on global Competency Standards training to be delivered in the Region and piloted as TOT in Jordan.
Deliverable 1.1: review all Competency Standards training packages available from IOM and UNHCR and ensure that any areas not covered in the WHO Competency Standards training is included.
Deliverable 1.2: Develop training curriculum package, based on the global facilitatorโs manual for the pilot training of Competency Standards training on refugees and migrant health.
Deliverable 1.3: Coordinate with IOM and UNHCR and Country Offices to ensure case studies and materials are culturally appropriate and pertinent to the context of the Region and ensure their buy in.ย

Output 2: Participate in and facilitate training pilot sessions in accordance with the agenda and collect feedback from participants and organizers on the curriculum and facilitatorโs guide
Deliverable 2.1: Conduct pilot training for the Competency Standards training workshops and take feedback from the participants on the content and design of the workshop.
Output 3: Prepare a comprehensive report on the outcomes of the pilot trainings and prepare recommendation for way forward as well as finalize the training package in English, Arabic and French (translations will be outside the scope of this consultancy).
Deliverable 3.1: Technical Report on the trainings and finalize the Competency Standards training package.
5.ย ย ย ย ย ย Qualifications, experience, skills and languages
Educational Qualifications:ย ย
Essential: Advanced university degree in health promotion, health systems, public health, medical degree, international studies.
6.ย ย ย ย ย ย Experience ย
5 to 10 years of relevant experience in public health programmes, health education/training, heath systems.
Essential: International experience is a requirement for international consultancies.
Desirable:
ยทย ย ย ย ย ย Work experience in WHO or another international public health organization.
ยทย ย ย ย ย ย Familiarity with the WHOโs Competency Standards and migrant and refugee health.
