DCAF – Geneva Centre for Security Sector Governance is dedicated to improving the security of states and their people within a framework of democratic governance, the rule of law, respect for human rights, and gender equality. DCAF’s Policy & Research Division (PRDiv) produces empirically grounded and policy-oriented comparative research on global thematic topics relating to security sector governance. Since January 2020, PRDiv has implemented the Programme ‘Linking Good Security Sector Governance to Sustainable Development Goal 16’, which examines how security sector oversight actors contribute to achieving SDG 16 and its targets. The Programme is implemented through three pillars – research, high-level policy events, and national and regional workshops – and focuses on three target regions – Europe and Central Asia, the Middle East and North Africa, and Sub-Saharan Africa. The Programme will finish at the end of 2024.
DCAF Policy & Research Division is seeking a highly qualified and motivated independent expert(s) to conduct an End-of-Programme Evaluation for the Programme ‘Linking Good Security Sector Governance and Sustainable Development Goal 16’.

- End date: 1 November 2024 (negotiable)
The role
The expert(s) will provide an independent assessment of the Programme’s performance as well as its implementation modality. The conclusion and recommendations of the Evaluation should also provide guidance to orientate and inform proposals for future DCAF interventions which seek to foster greater coherence, coordination and efficiency between the development and security sectors. For more information on the role, please consult the End-of-Programme Evaluation Terms of Reference (ToRs).
NOTE: DCAF will consider joint applications from candidates whose skillsets combined provide for the required expertise (see below). If submitting a joint proposal, please detail the profiles of both candidates and the complimentary of their skills and competencies.
Key deliverables:
- Inception report outlining the methodology, timeline, interview subjects and final report structure;
- Final report/evaluation; (in English, max. 25 pages excluding annexes)
Your experience
- Advanced university degree in relevant discipline (e.g. political science, security studies, development and social studies, etc.).
- At least 7 years of experience in good governance and/or justice and security sector reform;
- Comprehensive knowledge of challenges in implementing SDGs (in particular SDG 16) at the national and international level;
- Proven track record in conducting needs assessments, programme evaluations and reviews;
- Sound understanding of international actors in the security and development sector.
Your skills
- Experience in project cycle management;
- Experience in different evaluation methods, including qualitative and participatory data collection methods;
- Excellent oral and written English skills;
- MS Office and relevant IT skills
