Result of ServiceIn collaboration with the national TNA team, the contractor is responsible for elaborating a detailed Project Concept Note (PCN) for the selected technological solutions previously identified by the country. This included all the necessary documentation and annexes required. The consultancy will help in moving from a project idea that has been described in the Technology Action Plan to a project concept and thereby help in moving further towards implementation. Work LocationRemote, from Tonga Expected duration2 months Duties and ResponsibilitiesTechnology Needs Assessment (TNA) is a set of country-driven activities leading to the identification, prioritization and diffusion of environmentally sound technologies for mitigation and adaptation to climate change. The TNA project is implemented by the United Nations Environment Programme and the UNEP Copenhagen Climate Centre, supported by UNOPS, on behalf of the Global Environment Facility. The current Global TNA project, deriving from window (i) of the Strategic Program on Technology Transfer, is designed to support countries to carry out improved Technology Needs Assessments within the framework of the UNFCCC. The purpose of the TNA project is to assist participant developing country Parties identify and analyze priority technology needs, which can form the basis for a portfolio of environmentally sound technology (EST) projects and programmes to facilitate the transfer of, and access to, the ESTs and know-how in the implementation of Article 4.5 of the UNFCCC Convention. Hence TNAs are central to the work of Parties to the Convention on technology transfer and present an opportunity to track an evolving need for new equipment, techniques, practical knowledge and skills, which are necessary to mitigate GHG emissions and/or reduce the vulnerability of sectors and livelihoods to the adverse impacts of climate change. The main objectives of the TNA project are: โ— To identify and prioritize through country-driven participatory processes, technologies that can contribute to mitigation and adaptation goals of the participant countries, while meeting their national sustainable development goals and priorities; โ— To identify barriers hindering the acquisition, deployment, and diffusion of the prioritized technologies; โ— To develop Technology Action Plans specifying activities and enabling frameworks to overcome the barriers and facilitate the transfer, adoption and diffusion of selected technologies in the participant countries and policy briefs summarizing the policy relevant actions within the Technology Action Plans in a short and user-friendly way; โ— To develop concept notes for attracting funding to implement selected technologies in priority areas of national relevance. For addressing the last objective listed above Tonga has as a part of the Technology Needs Assessment (TNA) solar technology (On-Grid Solar Farm) as a priority. To further develop the project idea for prioritized technologies in the Energy Sector, the consultant will prepare a project concept note for applying to a funding agency. The main objective of this agreement is for the consultant to prepare a concept note for On-Grid Solar Farm along with all supporting documents in the TNA project for submission to a funding entity (to be determined in consultation with TNA Coordinator). The consultant will work in close collaboration with the National TNA coordinator and the national TNA team. Objectives, output expectations and performance indicators: Detailed Project Concept Note (PCN) for the selected technological solutions previously identified by the country (On-Grid Solar Farm) In close collaboration with the rest of the national TNA team and the TNA Coordinator and Regional Centre, the contractor will be responsible for: Deliverable โ€“ Final Project Concept Note for On-Grid Solar Farms Qualifications/special skillsThe contractor should possess at least a postgraduate degree in a relevant field for the task. The contractor should possess at least 9 years of work experience, with bachelorโ€™s degree, or a minimum of 7 years of relevant work experience required with masterโ€™s degree. The consultant should have at least 5 years of experience in the relevant technical fields (energy and solar farms) and in elaborating project development, design and implementation plans. Experience in an international agency or organization is desirable. The contractor should be in possession of strong interpersonal and verbal communication skills, good coordination and facilitation skills, and possess proven analytical capabilities, as well as excellent writing skills. The contractor should have good knowledge of - and experience with - climate change strategies, technologies and policies at the national level. More specifically the contractor should be familiar with national development objectives and sector policies, have overall insights in climate change science, and potential climate change impacts, as well as mitigation and adaptation needs for the country.
