A. BACKGROUND
IFPRI is leading a conceptual effort to link social protection and the blue (fishery) sector . This review would involve an empirical/desk review and a deep conceptual understanding of the various pathways and entry points in supporting small-scale fish farmers and the fishery sector. It would also identify bottlenecks in supporting small-scale fisheries and the challenges therein.
B. OBJECTIVE
IFPRI is looking for a consultant to support the conceptual study linking social protection and the fishery sector.
C. MAIN TASKS
a. Undertake an empirical and conceptual review of social protection and the fishery sector.
b. Highlight and link the various roles of social protection to small-scale fisheries and relate this to climate change and environmental sustainability.
c. Take a deep dive into aspects of adaptive social protection and how these relate to fragile systems.
d. Identify bottlenecks and challenges in linking social protection and the fishery sector.
e. Identify and critically discuss research gaps and opportunities.
f. Highlight key entry and leveraging points for policy development and action by identifying policy recommendations for national governments, donors, and the private sector.
g. Develop a report that constitutes the above tasks.
h. Draft a paper based on the report.
D. DELIVERABLE
The main deliverable (in English) would be a report on blue social protection (linking social protection and the fishery sector) which may eventually be developed into a journal article. This will involve various sub-tasks including outlining of the report, generating first draft of the report, and finalizing draft report after addressing comments from the IFPRI and NPS teams.
E. REQUIREMENTS
The ideal candidate has the following qualifications:
โข Masterโs in social protection, international development, agricultural economics, development economics or related fields
โข Excellent writing skills with ability to synthesize information effectively and efficiently for both research and policy audiences.
โข Strong conceptual, visual, and graphic design skills.
โข Well-developed interpersonal and teamworking skills, persistence, and positive attitude.
โข Ability to work under tight deadlines, pay high attention to details, and demonstrate a high degree of pro-activity and initiative
โข Fluency in English.
Furthermore, the following qualifications will be considered an advantage:
โข Great understanding of social protection and its linkages with agriculture and fisheries
โข Familiarity with the literature on various aspects of social protection especially targeted to smallholder households.
โข Interest in scientific rigour and publications
F. REPORTING
The consultant will report to Martin Paul Jr. Tabe-Ojong ( m.p.tabe-ojong@cgiar.org ). S(he) will work closely with the IFPRI team and other stakeholders in the National Policies and Strategies initiative in Egypt and the Blue Social protection team including colleagues from World Fish.
G. CONTRACT DURATION
The consultancy shall be completed during the period June 2022 - August 2022.
