The consultant food technologist will provide technical expertise for and oversight of the Nyam Nyam Pap production scale up, including but not limited to procurement of suitable processing machinery, guidance on the set up of Nyam Nyam Pap facilities, and trainings of stakeholders in Good Manufacturing Practices and fortification to support the SAVING project.
- Establish and implement protocols and tools relating to food technology issues, such as food safety and quality and food product optimisation, ensuring alignment with WFP programmatic, procurement and supply chain strategy, policies and plans.
- Review and provide advice on the procedures for mitigating and documenting food quality and safety issues e.g. during food transit and storage in warehouses.
- Provide technical guidance and input to the country office in the implementation of medium scale and/or relatively straight forward food assistance programmes, ensuring compliance with WFP food and safety regulations.
- Develop and deliver training modules to WFP staff and external stakeholders (i.e. processing facilities) on the key areas of food technology, such as quality control, food processing, loss prevention and mitigation, to build local capacity in the processing and/or production of specialized nutritious foods.
- Prepare accurate and timely reports that inform food risk assessment and management, enabling informed decision making and consistency of information presented to stakeholders.
- Build relationships and collaborate with counterparts in key supply chain functions to establish standard operation procedures, protocols and tools that maintain, monitor and verify food safety and quality along the WFP supply chain.
- Build productive relationships and partnerships with counterparts in UN agencies, NGOs, governments and the private sector to enhance WFP capacity to respond effectively to levels of under nutrition.
- Support the establishment and operations of the processing facilities, ensuring food safety and quality standards are met throughout the production cycle (including pre- and post-production).
- Conduct capacity assessments or mapping of Sierra Leone Standards Bureau (SLSB) laboratories to strengthen national capacities for testing and certification of complementary foods.
- In collaboration with WFPโs West and Central Africa Regional Office (WACARO) and SLSB, roll-out a shelf-life study and develop standards for infant complementary food production.
- Other as required.
DELIVERABLES AT THE END OF THE CONTRACT:
- Medium processing facility established and operational; four small processing facilities operational.
- Shelf-life study conducted and standards developed for infant complementary food production.
- Inception and refresher trainings provided to various stakeholders on good manufacturing processes, food fortification, food safety and hygiene, and other relevant topics.
- Routine technical backstopping and mentoring provided to five production facilities.
- Capacity assessment of SLSB conducted and recommendations with action plan developed.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced university degree in Food Technology, Health Sciences, Food Control, Nutrition or other related field, or First University degree with an additional years of related work experience and/or training/courses.
Experience:
Minimum of 5 years of experience food safety and quality and development of fortified foods. Demonstrated experience working with private sector and community organizations in food transformation functions, as well as monitoring and assessing food safety and quality issues. Experience in microenterprise development an asset.
Knowledge & Skills:
Knowledge of food safety standards and regulations, including testing and certification, particularly from the West African (i.e. ECOWAS) region.
Knowledge of food safety and quality assurance tools and systems.
Experience working in EU-funded projects (desired).
General knowledge of nutrition specific programming and protocols (desired).
Languages:
Working level of English (Level C).
