Work LocationRemote Expected duration6 months Duties and ResponsibilitiesThe Partnership for Action on Green Economy (PAGE) brings together the specialized expertise of five UN agencies โ€“ United Nations Environment Programme (UNEP), United Nations Development Programme (UNDP), International Labour Organisation (ILO), United Nations Industrial Development Organization (UNIDO) and United Nations Institute for Training and Research (UNITAR). The Partnership aims to accelerate a sustainability revolution and economic transformation, including through green recovery efforts. The Partnership offers a comprehensive, coordinated and cost- effective package of 1) economic and scientific analytical tools; 2) technical assistance for policy development, and 3) capacity-building services for policy implementation. In the context of PAGE, ETPU is supporting the Kingdom of Morocco across different activities, including the development of a green economy model to identify the financing gap in the implementation of their Low Carbon Strategy 2050, and the delivery of training to national stakeholders. Among its areas of work, the Economic and Trade Policy Unit (ETPU) supports countries by conducting Green Economy Policy Assessments and applying Green Economy models to inform policymaking decision processes. ETPU is currently supporting the Government of Brazil in conducting an assessment on their low carbon strategy, by conducting a green economy modelling exercise to analyse the impact of the strategy on relevant economic, environmental and social dimensions. Located within the Industry and Economy Division, the Resources and Markets Branch examines how economics, trade, and finance interact with the environment and contribute to sustainable development at the local, national, regional and global levels. The Resources and Markets Branch support countries through analytical studies in partnerships with UN agencies, intergovernmental institutions, governments, academic institutes, businesses and environmental groups to support the shift to an inclusive green economy and help deliver the Sustainable Development Goals (SDGs). UNEP is the voice for the environment within the United Nations system. UNEP acts as a catalyst, advocate, educator and facilitator to promote the wise use of the global environment and sustainable development. The Industry and Economy Division at UNEP plays a leading role in the Green Economy Initiative which aims to shift national economies on to a sustainable path, in which jobs and output growth are driven by increased investment in green sectors, and by a switch of consumersโ€™ preferences towards environmentally friendly goods and services. This consultant position is hosted by the Economic and Trade Policy Unit. The position focuses on providing expertise to green modelling-related activities, creating knowledge products, leading on discussions with relevant national institutions and respond to requests for guidance from governments in the area of green economy modelling. Against this backdrop and given the limited expertise at present in-house, UNEP is seeking to create a consultant position in this area. Specific tasks and responsibilities 1. Provide expert services to the implementation of Modelling Activities: โ€ข Guide the implementation of modelling activities across various projects within the ETPU portfolio. 2. Communicate with Key Government Stakeholders: โ€ข Schedule monthly meetings with key government stakeholders to discuss project updates and address concerns. โ€ข Ensure that project delivery aligns with national priorities. 3. Collaborate with National Modelling Experts: โ€ข Facilitate quarterly meetings with national modeling experts to review methodologies and verify progress of activities. Conduct quarterly reviews of IGEM deliveries to identify and rectify any quality control issues. 4. Organize Workshops and Trainings: โ€ข Plan and execute a minimum of two workshops and training sessions on modelling. โ€ข Monitor attendance and engagement levels during workshops and training sessions. โ€ข Conduct pre- and post-training assessments to measure the effectiveness of education on IGEM usage. 5. Provide Ad-Hoc expertise and Inputs for knowledge products: โ€ข Offer on-demand advice and insights on modelling-related topics across all ETPU activities. โ€ข Act as a resource for addressing queries and providing expertise when needed. Qualifications/special skillsAdvanced university degree (Masterโ€™s) in development economics, macroeconomics, econometrics, public finance statistics, public policy, or a related field. At least five years of accumulated work experience in environmental economics with a focus on macroeconomic modelling is required. Experience working on public policies (e.g. public finance management, budgeting and public investment, fiscal policy reform) is desirable. โ€ข Professional experience producing economic analysis both at global, national and sectoral levels and providing policy advice to national governments is desirable. Experience of working with governments and the UN system on the theme of Green Economy and sustainable development is desirable. Experience of system dynamics based models is desirable.
