Work LocationHome country Expected duration15.04.25-31.10.25 Duties and ResponsibilitiesBackgoround: UNECE administers the TIR Convention, which has at present 78 Contracting Parties and which provides for an internationally recognized procedure to facilitate the cross-border transportation of goods in transit through the use of a standard document, the TIR Carnet, which also serves as proof of existence of an internationally valid guarantee. The Contracting Parties to the TIR Convention launched in 2003 the so-called โ€œeTIR Projectโ€, aimed at providing an exchange platform for all actors (Customs authorities, holders and guarantee chains) involved in the TIR system, known as the โ€œeTIR international systemโ€. In the context of the eTIR project, the Annex 11 of the TIR Convention which describes the eTIR procedure has been adopted by the contracting parties in February 2020 and is scheduled to enter into force in May 2021. The eTIR specifications, which describe how the eTIR international system communicates with the information systems of the other stakeholders, have been finalized in their version 4.3. and adopted from the TIR Administrative Committee and the Technical Implemmentation Body. In parallel, UNECE TIR Secretariat has developed and tested the eTIR international system based on version 4.3 specs and invited the contracting parties to the TIR Convention to connect their national customs systems to the eTIR international system, based on the eTIR specifications. Furthermore, the eTIR National Application (eTIR NA) has been developed by the secretariat with the aim to dramatically reduce the time required for a customs authority to interconnect its customs system permitting rapid implementation of the eTIR procedure. Objectives, Duties & Responsibilities: The objective of the project is to make operational the eTIR procedure in Caucasus and Central Asia by creating electronic TIR transport corridors. In order for eTIR procedure to be implemented, eTIR transport corridors should be developed starting using the eTIR procedure. The Central Asian countries, contracting parties to the TIR Convention are the higher users of the TIR carnets today. Already, some countries in the Caucasus and Central Asia such as Azerbaijan, Georgia, and Uzbekistan have finalized the interconnection project. The secretariat has initiated the interconnection project with Kazakhstan, Kyrgyzstan, and Tajikistan while considerable actions will be undertaken during 2024, the interconnection project to start for the rest of the countries in the region such as Turkmenistan. The objective of the project will be achieved by the implementation of the following activities: A1.1. Interconnection of the information technology systems of the customs authorities of Kazakhstan, Kyrgyzstan, Tajikistan and Turkmenistan with the eTIR international system hosted by TIR Secretariat. A1.2. Training of customs officers on how to use the applications and especially the eTIR procedure including organization of technical workshps. In such technical workshops, other contracting parties of the region might attend. A1.3. Preparation of customs guides regarding the internal procedures of customs authorities in order to administer electronic guarantees instead of paper TIR carnets. Qualifications/special skillsFirst degree in Management, Economics or International Relations is required. A minimum of seven years of relevant work experience is required. Excellent knowledge of the national customs systems of the region and their processes. Knowledge of the TIR Convention, the eTIR international system, its structure and specifications, would be an advantage. LanguagesKnowledge in oral and written English and Russian is required.
