    JOB TITLE: ETC Field Coordinator

    BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

    Based in Gaza, Palestine, under the supervision of the ETC Coordinator in Gaza, the candidate will be responsible for deploying and servicing the ETC systems and services. Within delegated authority, the staff member will be responsible for the following duties:

    ACCOUNTABILITIES/RESPONSIBILITIES:
    1. Manage the relationship with any Emergency Telecommunications (ET) service providers on behalf of the cluster members;
    2. Provide leadership to the ETC by organizing and chairing ETC meetings in order to better strategically coordinate the continuous identification of ICT problems and solutions adequate to ensure delivery of humanitarian assistance;
    3. Represent the ETC at Inter-Cluster and other related coordination meetings, including the Area Based Coordination (ABCs);
    4. Ensure ETC activities are reflected in inter-agency documentation such as the Humanitarian Needs Overview (HNO), the Humanitarian Response Plan (HRP) and Cluster performance reports.
    5. Ensure adequate ET preparedness through the Inter-Agency contingency planning process;
    6. Continuously raise awareness of the Cluster concept with the organizations present in the country of operation and support the mainstreaming of the cluster approach;.
    7. Liaise on a regular basis with all the in-country stakeholders; including but not limited too: United Nations Agencies, Non-Governmental Organizations, Civil Societies, national authorities, community engagements groups (i.e. Communication with Communities or Affected Population working groups), private sector.

    8. Provide information, reporting of activities and communications of local ETC activities to the ETC Coordinator;
    9. Manage and implementation of all ETC projects and services. This includes coordinating with stakeholders, as well as the periodic monitoring and evaluation of these projects and services;
    10. ETC will facilitate the installation of connectivity in common UN locations;
    11. Develop, implement and maintain major Local Area Network (LAN and WLAN) and Wide Area Network (WAN) projects in collaboration with cluster partners;
    12. Analyse networking problems and recommend solutions to modify and improve equipment, facilities and services.

    13. Establish control systems to ensure that all telecommunications equipment is in proper repair and working order to maintain satisfactory connectivity between users of the equipment;
    14. Maintain, upgrade or enhance existing systems including troubleshooting and providing continuing technical user support i.e. resolve network problems and advise on use of new techniques;
    15. Ensure appropriate data security and access controls considering both local and wide area issues;
    16. Track IT assets and other ETC equipment and coordinate with admin team to keep operation equipment inventory updated;
    17. Recommend to partners standard operation procedures, alternative ET solutions and a cost/benefit analysis for each solution;
    18. Engage with helpdesk services and provide necessary support to the operation;
    19. Escalate problems to appropriate parties in accordance with established procedures; detect problem patterns and recommend solutions;
    20. Support training of staff and capacity building of humanitarian partners in country;
    21. Perform other related duties as required.

    DELIVERABLES AT THE END OF THE CONTRACT:
    โ€ข Assessments and reviews carried out and reported on time.
    โ€ข Activities monitored and performance/financial reports provided regularly.
    โ€ข Engagement with key local actors, partners regulalry scheduled through inter-agency meetings and relationships with key identified stakeholders built and maintained.
    โ€ข Regular representation of ETC at inter-agency forum (i.e. inter-cluster coordination working group); area based coordination meetings and WFP.
    โ€ข Facilitation of installation of connectivity in identified commong UN locations.

    โ€ข Ethical Behavior: The ability to make ethical decisions, considering the impact on stakeholders, communities, and on ETC.

    QUALIFICATIONS & EXPERIENCE REQUIRED:

    Education: Advanced University degree or University degree with experience and training/courses in one or more of the following disciplines: Information Technology, International Relations, or related discipline or relevant experience;
    Certification of IT Emergency Management Training, ETC Coordination course, or gear.UP/OpEx Bravo, or any similar training is desirable.

    Language: Fluency in both oral and written communication in English is required; Knowledge of a second United Nations language desirable.

    Experience: A minimum of 5 years of professional experience in an international context, preferably in humanitarian context;
    Involvement in minimum 3 emergency operations during the last 5 years of experience with escalating level of responsibilities.
    Experience in Emergency ICT assessments and analysis, Emergency preparedness and contingency planning;
    Experience in managing meetings.

    Knowledge & Skills:

    - Sound knowledge of Microsoft Windows, MS Excel, MS Word, MS PowerPoint and other related software.
    - Ability to build and lead effective teams and influence others, including high-performing teams and individuals.
    - Ability to lead the creation of the budget, utilize WFP financial systems and protocols, and systematically apply the WFP Procurement rules and procedures.
    - Have a clear understanding and experience of the humanitarian environment and the cluster approach on each mission.
    - Ability to effectively negotiate and advocate internally and with other actors for resources or engagement within ETC missions.
    - Tact and ability to work harmoniously with people of different national and cultural backgrounds and interpret the political and environmental factors influencing the mission environment.
