BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.
Job holders operate with a high degree of independence, manage more junior staff to ensure that Programme and policy objectives are achieved in full. They are usually involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity. At this level job holders are expected to contribute to performance improvement.
JOB PURPOSE:
To provide expert advice, analysis and substantial contributions to integrated emergency response operations at HQ/RB/CO level and/or manage field emergency operations to ensure an effective response in terms of food assistance and/or service provision requirements.
ACCOUNTABILITIES /RESPONSIBILITIES:
Reporting directly to the Emergency Officer leading the Emergency Section, the Emergency Officer will be responsible for the following:
Provide analysis and reports to enhance context from an emergency perspective thus reinforcing technical guidance for operational decision making. Support sub-offices and partners from various technical/functional areas on effective coordination tools to ensure that emergency preparedness and response is delivered in a coherent, integrated, and efficient manner. Contribute to the provision of emergency response with specific, well-defined aspects of emergency assessment capacities, contingency planning, scenario building and Concept of Operations to ensure adequate operational readiness and, where feasible, a transition plan for more sustainable emergency responses. Gather information, prepare documentation, monitor, and track emergency activities implementation to contribute to the application of WFPโs emergency guidance and protocols for an effective emergency preparedness and response.
Participate in the technical design and dissemination of timely situational updates including mapping of data on emergency situations to diverse range of stakeholders to ensure effective decision-making. Provide support in developing functional trainings and documents of lessons learned to promote good knowledge management practices. DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
- Experience in humanitarian assistance, emergency preparedness and response, development or related activities and working in emergency contexts and with displaced populations and vulnerable groups, including substantial field-based experience.
- Experience in coordination with internal and external partners across functional areas.
- Contributed into implementing activities such as (but not limited to) programmes, supply chain, CBT, field operation or equivalent.
- Technical knowledge of emergency coordination through exposure to field and emergency operations.
- Analytical skills to support developing emergency preparedness and response operations.
- Experience in delivering training and conducting capacity-building for field operations.
- Has experience working in collaboration with a diverse array of humanitarian actors, including governments, NGOs, U.N. agencies, civil society, etc.
- Understanding of food security programming with previous experience from WFP or any of its cooperating partners and knowledge of UN system policies and functions is a strong asset.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education:
Advanced University degree preferably in social sciences, public administration, international law, public health, international relations/development/affairs, logistics, supply chain management, business administration or other related fields of study, or First University degree with additional years of relevant work experience and/or advanced training/courses.
Experience:
At least 3 years of relevant experience in humanitarian work, including at the field level.
Experience: Language: Fluency (level C) in English and French language.
