Organizational Context

This T.O.R supports the recruitment of a consultant who will support the region in DREF compliance, dissemination of new DREF procedures, and capacity strengthening.

The Disaster Response Emergency Fund (DREF) is critical in providing timely and flexible funding for National Societies (NS) to respond to small- and medium-scale disasters. With the DREF strategic ambition 2021-2025, the fund has continued to evolve to enhance its efficiency and effectiveness in responding to disasters. These changes include the introduction of an Anticipatory Pillar and a Response Pillar, new funding modalities for slow-onset disasters, and an online application process. While these advancements aim to scale up DREF allocations and support broader NS opportunities to act as a lead local actor, they also call for an equal increase in the capacity of Users NS and IFRC staff but also quality management and reporting to maintain the accountability to back donors.

The African region accounts for over 40% of global DREF operations, making it the most engaged yet most challenged to maintain equal quality operations in the DREF cycle. Recent reviews and assessments of progress on the action plan of the Africa DREF Improvement Plan 2024 have highlighted the following recurrent challenges that are affecting the user's access, donor management, and accountability to the tool:

  • Significant backlog in DREF reporting, affecting NS eligibility.
  • Low awareness and understanding of new DREF criteria for Response and Anticipatory Action (AA) mechanisms.
  • Capacity gaps in managing DREF operations in line with DREF evolution and the DREF Improvement Plan.

    To address these challenges, the IFRC Africa Regional Office seeks a consultant to support the clearance of the DREF reports backlog, disseminate systems that will help the PMER cycle in the DREF, and support the roll-out of new DREF guidance.

    1. Alignment to the IFRCโ€™s objectives and strategy

      (IFRCโ€™s Strategy 2030)

      The consultant's role contribution is expected to increase the value of users by ensuring the reports translate the work being done. The reporting clearance will contribute to maintaining and increasing the values, Power, and Inclusion: Promoting humanitarian values and ensuring inclusive and equitable power dynamics across the African region by enhancing usersโ€™ capacity and maintaining accountability.

      The accountability and capacity strengthening component of the consultancy objectives, the end-users NSs remain eligible to access the DREF and play their role as a local actor that leads the 3 strategic objectives. Knowing that the DREF is one of the main response and anticipatory tools for NS's actions.
