The International Water Management Institute (IWMI), a CGIAR Research Center is seeking an innovative & multi skilled company in Digital Tool Development to help us deliver on a new exciting tool for Humanitarian Interventions supporting irrigated vegetable production.
The main objective of the Vegetable Irrigation for Climate Resilience Toolkit (VICT) project is to use a data-driven, evidence-based approach to develop to support humanitarian agencies in designing and implementing irrigation investments for vegetable production.
The successful company will work with IWMI and humanitarian organizations to co-develop the first version of the online toolkit aimed at consolidating all the tools relevant to the successful implementation of the best practice guidelines for irrigated vegetable production with special emphasis on water resource availability, use, and monitoring, irrigation technology design, enabling environment analysis etc. The toolkit will facilitate the implementation of localized investments in irrigation for vegetable production affected by humanitarian crises.
DUTIES & RESPONSIBILITIES:
This consultancy assignment aims to develop an online toolkit. Specific duties and responsibilities for the consultancy include:
To operationalize the guidelines and investment suitability options and integrating them into the web-based toolkit in a user-friendly manner. To develop a robust, data-driven backend for the toolkit that utilizes pre-computed multi-criteria decision-making and machine learning approaches, enabling dynamic and evidence-based decision-making for humanitarian interventions. To develop a dynamic content management system (CMS) for the dashboard/toolkit development. To create a comprehensive database within the toolkit that consolidates existing research, case studies, and best practices in the field of irrigated vegetable production in humanitarian settings. To incorporate geospatial analysis capabilities into the toolkit, allowing for the targeting of suitable areas for irrigated vegetable production based on a range of biophysical and socio-economic indicators. To ensure the toolkit provides actionable insights on water resource availability, use, and monitoring, as well as irrigation technology design, thereby contributing to the broader enabling environment for sustainable water management in crisis settings. Provide technical support during feedback sessions and incorporate recommendations from humanitarian organizations into the next version of the toolkit. To develop a monitoring and evaluation framework for the toolkit, enabling ongoing assessment of its impact and effectiveness in supporting humanitarian interventions for irrigated vegetable production. Develop a user manual, information boxes and an FAQ for the toolkit. To develop a user feedback mechanism within the toolkit that allows for user experience and toolkit performance monitoring, thereby facilitating improvement. To establish a technical support system for the toolkit, offering timely assistance and guidance to users in ensuring maintaining operability of the designed toolkit\u2019s features and functionalities as per this contract up to 2 years post contract. To ensure mobile compatibility of all the toolkit\u2019s features and low bandwidth ability, ensuring offline usability. If required, provide basic support to ensure toolkit is up and running smoothly beyond the contract period.

Requirements
EXPERIENCE:
Minimum 5 years\u2019 experience in the relevant field. Experience with human centered design, innovative dashboards and interfaces with R/Python skills for code integration. Capable of creating and disseminating training materials/training manuals, with experience in instructional design. Experience in providing technical support and development of user manuals and FAQs.KNOWLEDGE, SKILLS & ABILITIES REQUIRED:

Proficient in large dataset management, utilising various data sources like raster and vector data and APIs, incorporating multi-criteria decision-making and machine learning approaches. Proficient in the concepts of geographic information systems and ability to handle multiple raster data formats. Proficient in web development, including both front-end and back-end programming (HTML, CSS, JavaScript, Python, and/or SQL), and database systems (MySQL, PostgreSQL, SQL Server). Proficient in dashboard tools like Tableau, R Shiny and/or Power BI for visually appealing, user-friendly dashboards with real-time data integration with a strong focus on dashboard design principles, layout, and interactive elements. Proficient in UX design, feedback incorporation, and product improvement. Proficient in developing dynamic Content Management Systems (CMS) that enable real-time content generation and management, incorporating user interaction capabilities, API integration, and ensuring content adaptability for a tailored user experience. Proficient in the development of web service accessibility on mobile devices and for low bandwidth environments. Proficient in developing M&E frameworks to assess the impact and effectiveness of the toolkit. Proficient in data applications (Excel, Google Sheets), cloud platforms (AWS, Azure, Google Cloud), and web standards, with a self-learner and independent work ethic.KNOWLEDGE:
Essential:
Knowledge of M&E frameworks, including familiarity with evaluation principles, indicators, and impact assessment. Knowledge of the standard and current SEO practices and tools such as Webmaster tools and Google Analytics. Strong and proficient communication skills, able to engage with diverse stakeholders and work collaboratively. Knowledge of project management tools for handling timelines and deliverables.Desirable:
Additional experience in working with humanitarian organizations and/or on programs dealing with irrigation, climate resilience, emergency response is an asset. Knowledge of GIS and remote sensing for spatial data analysis and creating investment maps is an asset.LANGUAGE PROFICINECY:
