Program Overview
WRI Indonesia seeks to assist the Government of Indonesia through the Ministry of Transportation (MoT) in enhancing and mainstreaming innovative low-carbon development approaches to transform the transportation sector in addressing urban mobility issues in the coastal metropolitan of Indonesia that would pave the way for sustainable development and help achieve the governmentโs bold climate target ie. Net zero-emission.
WRI Indonesia under the UK Partnering for Accelerating Climate Transitions (UK PACT) will provide programmatic and technical advisory support to address the twin challenges posed by Covid-19 recovery and the risk of natural disasters and climate change into enhancement in the design, public awareness, and policy on urban mobility infrastructure and services. It envisions that sustainable mobility of coastal metropolitan should factor in elements such as safety, inclusiveness, and low carbon mode of mobility. In the end, the program will provide the city with a design of inclusive, safe, and continuous non-motorized facilities and draw its connection with low-carbon public transport mode. Lessons from the program will be utilized to inform the Ministry of Transportation about challenges and policy gaps in realizing the concept of sustainable transportation, especially in coastal cities.
WRI Indonesia is seeking to hire a Mobility Analyst in Surabaya to support WRI Jakarta team to conduct activities include the technical analysis of mobility study, policy dialogue with the subnational governments, and capacity building for stakeholders in the specified city. The project will benefit from WRIโs portfolio on e-mobility through lessons on developing policy with subnational governments on promoting the utilization of electric vehicles and public transport.
Job Highlight
The main role of the Mobility Analyst is to provide technical, analytical, and operational support to Urban Development Senior Program Lead in organizing activities as stipulated in the work plan within Surabaya. He/She requires to liaise and build a network of key stakeholders in Surabaya, consisting of but not limited to policymakers, development partners, academics, the private sector, and marginalized communities. He/She will closely monitor the progress of activities and suggest solutions when encountering obstacles. The incumbent will provide the WRI Indonesia Cities team with technical analysis on the development of mobility study within the city, as well as supervise surveys. He/She will collaborate and share lessons gained from the project with colleagues across WRI, both local and international offices. He/She will work and define shared roles with WRIโs partner working in Surabaya. WRI does not establish a working space outside of Jakarta, therefore the consultant may work from anywhere. Travel to Jakarta or other cities is on a need basis. The candidate will report to the Urban Development Senior Program Lead.
What You Will Do
Engagement and facilitation (20%)
- Assist Urban Development Senior Program Lead to implement activities within WRIโs responsibility in the project.
- Liaise with the city's officials and key stakeholders in Surabaya to build awareness and political support for the project and the overall WRI-led activities.
- Facilitate engagement with leading agencies to support project implementation.
- Maintain close coordination with partnerโs city coordinator.
- Organize and provide inputs in meetings, discussions, and dialogue with stakeholders.
Data support and technical review (60%)
- Collect data and information in Surabaya that relevant to WRI-led project activities.
- Prepare a summary of city regulations, development planning and publications that build an understanding of the issue of sustainable urban mobility in Surabaya.
- Hold independent analytics on urban mobility issues that combines the perspective of transportation engineering and planning, renewable energy, net-zero emission, green infrastructure, and information technology to develop mobility study.
- Review the methodology of studies and conceptual design prepared by partners.
- Facilitate the studies and design activity led by partners.
- Evaluate the output studies and conceptual design prepared by partners.
Monitoring, evaluation, and learning (20%)
- Assist Urban Development Senior Program Lead to track progress, identifying implementation challenges, and suggesting solutions to avoid delays.
- Facilitate harvesting lessons learned through various means of knowledge exchange convened by WRI.
- Collaborate and coordinate with staff across WRI Indonesia and representatives of international organizations.
- Contribute to the dissemination of information on WRI project to key stakeholders and the public.
- Prepare and share Minutes of Meeting.
What You Will Need
- Bachelorโs degree in Urban and Regional Planning/ Civil Engineering/ Environmental science/ Public Policy, preferably have experience working in the public sector.
- Minimum 3(three) three years of experience in project implementation related to sustainable transportation.
- Ability to support discrete elements of research projects with manager guidance, e.g. systematically reviewing and synthesizing existing literature; collecting, cleaning, organizing, analyzing and visualizing data.
- Have expertise within a specific area or breadth across multiple areas with in-depth knowledge within some areas.
- Strong analytical skills and knowledge to carry out technical reviews of various project deliverables such as the basic conceptual design of infrastructure.
- Clear understanding of urban mobility issues and the interrelated linkage they have with climate change, renewable energy, carbon emission, air quality, and built environment.
- Ability to communicate research approach and findings effectively to internal audiences with manager guidance, using compelling presentation skills.
- Ability to track and monitor project progress and deliverables
- Professional level of written and verbal skills in Bahasa Indonesia and English.
- Ability to travel
- Legally able to work in Indonesia
Deliverables
- Contribute to the collaboration effort in the creation of a mobility study in Surabaya by providing data and analysis as needed in a timely and satisfactory manner.
- Provide minutes of meetings and engagement activities involving the UK Embassy, members of the UKPACT working group at all levels of government, the private sector, local communities, and academics.
- Develop and maintain repository of regulations, policy papers, development plans, maps, and other publications as relevant.
- Review notes of studies and conceptual design prepared by partners.
- Comprehensive weekly report that include work progress, challenges, achievement, and lesson learned.
Duration
This position is expected to start immediately with initial contract up to 31 December 2024 with possibility of extension subject to performance evaluation, project needs, and budget availability.
Terms of Payment
Daily rate-based consultant with maximum of 18 (eighteen) working days per month.
Contract Arrangement
