Duty Station of the Consultancy:ย 

Based in Ankara, the consultant will be responsible for the general coordination of activities in the 30 provinces listed below.

Project Context and Scope:ย ย 

IOM works to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems, and to support the systematic and humane management of migration in order to provide humanitarian assistance to migrants in need.

The โ€˜Promoting Sustainable and Socially Inclusive Labour Market Integrationโ€™ project aims to increase formal employment of Syrians under Temporary Protection, Persons under International Protection and host community members and strengthen the harmonization process in Tรผrkiye.

In order to address the needs in the field of social cohesion at the provincial level and to provide locally specific solutions, local action plans will be prepared for 30 provinces with a holistic perspective to cover the activities of all units of the Directorate General of Harmonization and Communication of Presidency of Migration Management (PMM) as well as the activities determined by local stakeholders.ย 

Implementation will be conducted in the following 30 provinces:ย  Kilis, Gaziantep, Hatay, ลžanlฤฑurfa, Adana, Mersin, KahramanmaraลŸ, Osmaniye, Mardin, Kayseri, Bursa, Konya, NevลŸehir, Malatya, Adฤฑyaman, ฤฐstanbul, Antalya, ฤฐzmir, Kocaeli, Batman, ElazฤฑฤŸ, Isparta, Ankara, NiฤŸde, Sakarya, Denizli, Diyarbakฤฑr, Afyonkarahisar, Yozgat, Yalova. The implementation in those provinces will be directly carried out by field experts (consisting of 15 academicians).

The coordinator will serve as the general coordinator for the implementation. The coordinator will be responsible for developing the technical framework for the overall implementation and its components, ensuring a consistent approach across provinces. The coordinator will lead the field experts, coordinate all technical outputs, and support IOM in the implementation and monitoring of Local Action Plan (LAP) activities. The coordinator will also review all reports and technical documents prior to submission to IOM and ensure timely implementation. The coordinator will maintain effective coordination between IOM and the field experts (consisting of 15 academicians), acting as the main focal point. The coordinator will also be responsible for creating his/her own team for assistance, as expected to be detailed on Annex I (https://shorturl.at/3soE3).

The coordinator is expected to perform the following tasks:

General Coordination & Team Leading

Lead the overall coordination and functioning of the implementation; organize regular meetings with the field experts and provide progress reports. Ensure that all steps are carried out in close coordination with IOM and are subject to IOMโ€™s prior approval. Ensure alignment of methodologies and tools used by all the field experts across all provinces. Coordinate the submission of all draft reports/documents to IOM.

Creating Technical Framework

Supervise the overall implementation and create technical frameworks for the implementation steps. Lead and contribute to the preparation of key technical documents, including but not limited to The inception report outlining the work schedule, priorities, and general principles. The guideline for developing local action plans, including minimum standards, M&E mechanisms, and a standardized template. The general framework for the field preparation phase. The Situation and Needs Assessment report and its template with technical guidance. The report on the current situation in Tรผrkiye and international good practices. Provide technical support to the field experts regularly; support the organization and implementation of workshops and field visits. Provide technical oversight and quality control over outputs produced by the field experts. Review and approve all draft reports submitted by the field experts before submission to IOM.

Any other business

Perform other duties as assigned.

The consultant shall work in close cooperation with the PMM and IOM Project Team and will report to the IOM.ย 

The above-listed activities are subject to further revision with the consent of IOM, in coordination with the PMM in line with the emerging requirements of the project. If required by IOM, the consultant may provide additional consultancy services related to her/his competencies and expertise, in line with this Terms of Reference.

Promoting Sustainable and Socially Inclusive Labour Market Integration Project:

Neither IOM nor any of the Project partners are required to provide any physical facilities for the work of the consultant. However, depending on the availability of physical facilities and at the discretion of IOM and/or the relevant Project partners, such facilities may be provided at the disposal of the Consultant.

The consultant will be reporting to IOM and will work in close coordination and collaboration with IOMโ€™s focal point for the activity. Approvals will be required for the deliverables from IOM and PMM, upon submission of the deliverables stipulated in section 6. IOM and PMM may have some comments and revision requests on the deliverables. IOM and PMM may provide background materials, for the consultantโ€™s review, reference and use, if deemed necessary during the implementation. All documents and data provided to the consultant are confidential and cannot be used for any other purpose or shared with a third party without any written approval from IOM and PMM.

Payment will be made upon the completion of the phases mentioned above in three instalments. The consultant might be expected to submit a brief report to IOM after each implementation. The reporting and deliverables language shall be Turkish. All information shall be provided in electronic versions in Word and PDF format. The consultant shall be solely liable for the accuracy and reliability of the data/information provided and links to sources of information used. If translations to other languages are required, IOM will coordinate the translation of the outputs into relevant languages.ย 

The payment shall cover all associated costs, including any compensation due to a team that may be formed by the coordinator if deemed necessary. No additional payments will be made separately to any assisting personnel by IOM. The coordinator shall be solely responsible for compensating any such personnel involved in the project.

Academic Qualifications:

PhD degree in Migration Studies, Political or Social Sciences, International Relations, or related fields. Currently working in a related field as an academician.ย  Having the academic rank of Professor will be considered an asset.

Experience: ย 

At least 10 years of relevant experience in migration studies, development studies, social cohesion policies or related areas. In-depth knowledge of migration and social cohesion topics at the local, national and international levels. In-depth knowledge of the functions of governmental and civil society organizations at the local, national and international levels. Professional experience in working with academics and relevant public institutions. Previous work experience with the Presidency of Migration Management, Provincial Directorates of Migration Management, and/or Governorates (Provincial Authorities) is an asset. Experience in designing technical framework for action plans, field research or other policy documents, qualitative and quantitative data analysis and workshops. Experience in the United Nations System is an asset. Language: Fluency in Turkish and English.

Travel required

The activity might require travel when necessary. The consultant must have no travel restrictions within Tรผrkiye and be able to ensure flexibility in her/his schedule accordingly. The travel costs, accommodation costs (bed and breakfast) and living costs (terminal expenses, intra- city travel costs, lunch, dinner, etc.) of the missions to other provinces of Tรผrkiye will be arranged and borne by IOM. IOM will arrange economy class round-trip flight tickets through its contracted Travel Agency.

As per UNDSS rules, the consultant is responsible for completing necessary online security training and submitting certificates and travel clearance prior to assignment-related travels.

Data Protection Principlesย 

a)ย ย ย ย Lawful and Fair Collection: Personal data must be obtained by lawful and fair means with the knowledge or consent of the data subject. ย 
b)ย ย ย ย Specified and Legitimate Purpose: The purpose(s) for which personal data are collected and processed should be specified and legitimate and should be known to the data subject at the time of collection. Personal data should only be used for the specified purpose(s), unless the data subject consents to further use or if such use is compatible with the original specified purpose(s). ย 
c)ย ย ย ย Data Quality Personal data sought and obtained should be adequate, relevant and not excessive in relation to the specified purpose(s) of data collection and data processing. Data controllers should take all reasonable steps to ensure that personal data are accurate and up to date. ย 
d)ย ย ย ย Consent: Consent must be obtained at the time of collection or as soon as it is reasonably practical thereafter, and the condition and legal capacity of certain vulnerable groups and individuals should always be taken into account. If exceptional circumstances hinder the achievement of consent, the data controller should, at a minimum, ensure that the data subject has sufficient knowledge to understand and appreciate the specified purpose(s) for which personal data are collected and processed. ย 
e)ย ย ย ย Transfer to Third Parties: Personal data should only be transferred to third parties with the explicit consent of the data subject, for a specified purpose, and under the guarantee of adequate safeguards to protect the confidentiality of personal data and to ensure that the rights and interests of the data subject are respected. These three conditions of transfer should be guaranteed in writing. ย 
f)ย ย ย ย Confidentiality: Confidentiality of personal data must be respected and applied to all the stages of data collection and data processing and should be guaranteed in writing. All IOM staff and individuals representing third parties who are authorized to access and process personal data, are bound to confidentiality. ย 
g)ย ย ย ย Access and Transparency Data subjects should be given an opportunity to verify their personal data and should be provided with access insofar as it does not frustrate the specified purpose(s) for which personal data are collected and processed. Data controllers should ensure a general policy of openness towards the data subject about developments, practices and policies with respect to personal data.ย 
h)ย ย ย ย Data Security: Personal data must be kept secure, both technically and organizationally, and should be protected by reasonable and appropriate measures against unauthorized modification, tampering, unlawful destruction, accidental loss, improper disclosure or undue transfer. The safeguard measures outlined in relevant IOM policies and guidelines shall apply to the collection and processing of personal data. ย 
i)ย ย ย ย Retention of Personal Data: Personal data should be kept for as long as is necessary and should be destroyed or rendered anonymous as soon as the specified purpose(s) of data collection and data processing have been fulfilled. It may, however, be retained for an additional specified period, if required for the benefit of the data subject. ย 
j)ย ย ย ย Application of the Principles: These principles shall apply to both electronic and paper records of personal data, and may be supplemented by additional measures of protection, depending inter alia on the sensitivity of the personal data. These principles shall not apply to non-personal data. ย 
k)ย ย ย ย Ownership of Personal Data: IOM shall assume ownership of personal data collected directly from data subjects or collected on behalf of IOM, unless otherwise agreed, in writing, with a third party. ย 
l)ย ย ย ย Oversight, Compliance and Internal Remedies: An independent body should be appointed to oversee the implementation of these principles and to investigate any complaints, and designated data protection focal points should assist with monitoring and training. Measures will be taken to remedy unlawful data collection and data processing, as well as breach of the rights and interests of the data subject. ย 
m)ย ย ย ย Exceptions: Any intent to derogate from these principles should first be referred to the IOM Legal Affairs Department for approval, as well as the relevant unit/department at IOM Headquarters.

Termination of the Terms and Conditions
Based on the performance evaluation after each phase, if the work does not meet the expected standards, the contract will be terminated.

In case of contract termination, payment will be made for the outputs delivered up to the date of termination (See: Section 6). If a single instalment covers multiple outputs, the instalment amount will be divided by the number of outputs, and payment will be made accordingly for the outputs that have been delivered.
