IFPRI is seeking a Organization in Ethiopia to conduct a Field Survey on: Understanding constraints to the uptake of clean energy technologies for productive use in Ethiopia in PurposeBlack control sites. This consultancy is only available for applicants based in Ethiopia.

Background:

In 2021, PurposeBlack Ethiopia (PB) started to work with groups of approximately 100 farmers in 50 clusters across Ethiopia. Farmers who participate in PurposeBlack Ethiopia buy shares and then hand over partial management of their plots to PB planting, harvesting, fertilization and irrigation services. The NEXUS Gains Initiative, through the International Food Policy Research Institute (IFPRI) is assessing benefit streams from solarization of PB clusters as compared to control sites without PB services.

This selected firm will collect data for control sites adjacent to 25 PB clusters randomly chosen from the 50 PB clusters. Specifically, data will be collected for 250 farmers in approximately 7 to 10 different woredas that also host PB clusters as well as for 2 to 3 community experts (up to a further 75 interviews). The questionnaire includes 2 pages for community experts and 4 pages for farmers. The key challenge is to cover the different locations. The survey will be programmed through a separate consultancy.

The survey elicits information to understand the potential and adoption of solar irrigation and other clean energy technologies as well as the benefit streams resulting from the adoption of mechanized irrigation technologies over time. It will also help assess if there are changes in cropping patterns over time and changes in crop production levels.

Specific deliverables include:

1. Work with PB on identifying control kebeles in randomly selected woredas and to obtain enumeration lists for randomly selecting farmers

2. Hire and train supervisor/s and enumerators to implement the questionnaire for 250 farmers in the kebeles in the randomly selected woredas and kebeles

3. Implement a pre-test of the questionnaire and develop report

4. Submit complete data for the survey

5. Submit a final survey report

Required qualifications:

Must be situated/based in Ethiopia

Experience of collaborating in an international setting with researchers both in Ethiopia and abroad

Expert knowledge of local context and language/s in the target areas

Experience in building trust and good relations with village leaders, interviewees, and communities

Strong program management skills

Demonstrated experience in successfully coordinating field teams and managing deliverables

IFPRI prioritizes safety of fieldwork activities for both field staff and participants. We are thus prioritizing individuals, firms, and enumerators who are fully vaccinated if vaccines are widely available for the general population. If vaccines are not widely available, we will ask for rapid antigen tests for enumerators/lead and give preference to rural based experienced enumerators to reduce Covid-19 transmission from urban to rural areas.
