How can you make a difference?

The Social Policy Section, UNICEF Thailand Country Office (TCO) is seeking an individual consultant to provide technical support for the implementation of Sustainable Development Goal (SDG) fund on social protection.

Purpose of Assignment:

To provide assistance and coordination of the UNICEF supported programme portfolio related to key national social policies for children. The activities are carried out under the SDG joint fund on Social Protection and thus the consultant is expected to work closely with other UN agencies under the partnership, namely ILO, UN WOMEN and IOM.

In particular, these include support to UNICEF Thailand’s Social Protection programme with a focus on strengthening the implementation of child-sensitive social protection schemes (Child Support Grant and Disability Grant). It focuses on activities under the 2020 – 2021 workplan with Ministry of Social Development and Human Security (Department of Children and Youth, Department of Empowerment of Persons with Disabilities and Permanent Secretary Office) to ensure that all children have access to social protection schemes.

The consultant is expected to provide technical guidance and leadership to UNICEF, government and non-government counterparts to achieve the activities under the joint SDG fund.

Work Assignment:

A. Technical advice on social protection diagnostics in coordination with UN agencies

Technical review of the draft research products from the Social Protection diagnostics Participation to the joint UN coordination meeting on SDG fund for technical inputs and production of minutes

B. Technical advice to the improvement of the Management Information system (MIS) for Child Support Grant (CSG)

Technical guidance to improve the MIS system for implementation of the CSG, based on recommendation from the review of the MIS system

C. Development of technical briefs and knowledge products

Development of technical brief from the review of the MIS system Conduct an international experience on linkages of cash transfers to other social service Development of technical brief on linking CSG with other services Development of policy brief on the implementation challenges of the disability grant, including the application of tiered system, based on the report by counterparts

D. Technical guidance on monitoring and impact evaluation methodology and research framework

Technical inputs to the development of research framework for further evidence needed for the CSG in coordination with research teams (national and international)

E. Drafting of reporting requirements for SDG fund, annual review, and other reporting processes

F. Capacity building to social policy officer and social policy programme coordination assistant on technical aspects of social protection

25 June – 15 December 2020 To perform works as assigned and produce monthly progress report

Estimated Duration of Contract: 42 working days over the period of 15 June – 15 December 2020.

Official Travel: Official travel may require upon necessity.

To qualify as an advocate for every child you will have…

Holding an advanced degree in Social Sciences, Economics or relevant fields; Having at least 8 years of relevant experience in social protection; Experience in working closely with government or development agencies on social protection is considered as asset; Experience in working with UN agencies is considered an asset; Experience/publication on social protection in Thailand is considered an asset; Fluency in English both written and oral is a must.
