1.0 Background

IntraHealth International seeks a qualified consultant to support the content conversion for an eLearning platform for training of health facility in charges on leadership, management, and governance. This is under the GlobalHealth Workforce Programme (GWHP) funded by the Foreign, Commonwealth and Development Office (FCDO), Department of Health and Social Care through Tropical Health and Education Trust (THET). This twelve month (February 2024 to January 2025), project seeks to improve service delivery and enhance health provider productivity, retention, and representation. It aims to achieve this by strengthening the leadership, management, and governance capacities of 60 health facility in charges (of which 30 must be women) and facilitating the establishment of Primary Healthcare Care Networks (PCNs) across ten counties in Kenya.

The project is implemented by IntraHealth International, Primary Care International and Strathmore Business School, in collaboration with the Ministry of Health (MOH) and the Council of Governors (COG).

2.0 Responsibilities of the Consultant

The consultant will be expected to work in close consultation with the GHWP Technical Manager and IntraHealth Country Director to undertake the tasks detailed below. The Consultant will work on day-to-day basis with and report to the GHWP Technical Manager**.**

  1. Needs Assessment and Analysis:
    • Conduct a thorough needs analysis to understand the specific learning needs of facility in-charges at levels 2, 3 and 4 health facilities.
    • Identify gaps in their leadership, management, and governance skills.
    • Review existing face-to-face training materials and assess their suitability for eLearning conversion.
  2. Content Conversion and Design:
    • Collaborate with subject matter experts (SMEs) to adapt existing face to face content for eLearning delivery.
    • Design engaging and interactive eLearning modules that align with learning objectives.
    • Create storyboards, scripts, and multimedia elements (videos, animations, quizzes) for each module.
  3. Course Development:
    • Develop eLearning courses/modules using an authoring tool (e.g., Articulate Storyline, Adobe Captivate).
    • Ensure content is accessible, user-friendly, and responsive across devices.
    • Incorporate case studies, scenarios, and real-life examples relevant to health facility management.
  4. User Experience (UX) Design:
    • Design an intuitive and visually appealing interface for the eLearning platform. Consider navigation, accessibility, and responsiveness across different devices (including mobile devices).
  5. Assessment and Evaluation:
    • Design formative and summative assessments to measure learnersโ€™ understanding and application of concepts.
    • Develop knowledge checks, quizzes, and practical exercises.
    • Evaluate the effectiveness of the eLearning program through learner feedback and performance metrics.
  6. LMS Integration:
    • Work with the organizationโ€™s Learning Management System (LMS) administrator to upload and manage eLearning content.
    • Ensure proper tracking of learner progress, completion, and certification.
  7. Quality Assurance and Testing:
    • Conduct thorough quality checks to verify content accuracy, functionality, and interactivity.
    • Test the eLearning modules on different devices and browsers.
    • Address any technical issues or bugs.
  8. User Support and Training:
    • Provide guidance to learners on accessing and navigating the eLearning platform.
    • Create user guides or tutorials for learners.
    • Offer technical support during the rollout phase.
  9. Pilot Testing and Iteration:
    • Conduct pilot testing with a small group of facility in-charges.
    • Gather feedback and make necessary revisions.
    • Iterate based on learner input and performance data.

1. Fully developed eLearning modules for leadership, management, and governance training.

5.0 Period of Performance and daily rate

The consultancy is estimated to be completed in 25 working days at a daily rate to be agreed upon.

7.0 Specific qualifications and requirements of Consultancy:

  • Proven experience in instructional design and eLearning course development, preferably in the healthcare or related sector.
  • Expertise in utilizing eLearning authoring tools and platforms, such as Articulate Storyline, Adobe Captivate, or Moodle.
  • Strong understanding of adult learning principles and instructional design best practices.
  • Excellent communication and collaboration skills to work effectively with stakeholders and subject matter experts.
  • Familiarity with the healthcare context in Kenya or similar settings is desirable.
  • Ability to work with minimal supervision.
  • High level written and oral communications skills.
