Terms of Reference

The Feed the Future Gender, Climate Change, and Nutrition Integration Initiative (GCAN), led by International Food Policy Research Institute (IFPRI) is seeking a consultant to act as a facilitator for two stakeholder mapping workshops to be held in Nairobi the week of October 2, 2023. Participants at the workshop will be led through a series of interactive exercises to identify and understand how various actors are involved in monitoring climate change policies investments and actions at the national level (workshop 1) and county level (workshop 2). Each workshop will take close to one full day. During the workshops, the consultant will be responsible for leading discussions related to 1) identifying actors involved in monitoring climate actions and their role, 2) the linkages between identified actors, 3) level of influence of the actors, and 4) potential for increasing the effectiveness of monitoring efforts and the integration of gender and nutrition metrics. The consultant will also be responsible for reviewing and providing feedback on the Net-Map protocol for the workshop (and the longer Net-Map guidelines to become familiar with the method), agenda, and participant list prior to the event and meeting with project staff to prepare for the workshops in advance. The consultant will also contribute to the workshop proceedings which will feed into a discussion paper on the results of the workshop.

We expect the consultancy to cover 7-8 days of work including the workshop days. Consultants with experience facilitating workshops and events are highly desired. Preference will also be given to those with experience with climate change, agricultural development, gender, and nutrition.

Deliverables:

Del#1: Contribute to workshop preparation:

· Completed workshop participant list including feedback from consultant

· Written comments on the protocol/guidelines for the Net-Map workshops at the national and county levels

Del#2: Workshop facilitation and reporting:

· Work with IFPRI-GCAN team to prepare for the workshop

· Provide facilitation during the 2 days of the workshops

· Prepare a summary report on the results of the workshop and

· Contribute to research paper on the results of the Net-Map workshops

Qualifications Needed :

· Familiarity with research on gender, climate change, and food security/nutrition

· Understanding of climate policies, interventions, and the institutional landscape in Kenya

· Familiarity with monitoring frameworks for climate policies, investments, and interventions

· Experience facilitating qualitative, participatory workshops

· Experience conducting institutional landscape and stakeholder analysis

· Advanced degree in the social sciences (masters or above)

Preferred Qualifications :

Publication record on gender, climate change, and nutrition issues

Experience or training in the Net-Map method of stakeholder analysis

Experience with software for social network analysis
