Organizational Context and Scope

Under the overall supervision of Head of Operations in Afghanistan, and direct supervision of the Infrastructure Coordinator, the Community-Led Infrastructure Officer will be responsible for coordinating and monitoring the implementation of community-led infrastructure (CLI) activities and initiatives across different provinces in Afghanistan. This includes the construction and repair of disaster risk management infrastructure and community-led disaster risk management activities.ย 

Support the overall implementation of the CLI projects, including its financial, administrative and technical implementation, in compliance with IOM policies and standards, as well as donor requirements, agreed timeline and deliverables.In coordination with the Infrastructure Coordinator, coordinate the work of all staff assigned to the programme, as well as consultants, implementing partners and service providers recruited to support and/or undertake specific activities.Lead and coordinate field team to carry out regular field inspections during construction to monitor workmanship, identify deviations, and support resolution of quality or safety issues including community mobilization.ย ย Contribute to the development and implementation of QA/QC plans by reviewing technical specifications, construction drawings, and applicable codes to ensure all project implementation stages meet contractual and regulatory quality standards.Maintain comprehensive quality documentation, including inspection test plans (ITPs), material approvals, and as-built records, while coordinating closely with IOM field staffs, contractors, suppliers, and regulatory bodies to ย facilitate quality compliance throughout the project lifecycle.Draft and produce progress and other reports and ensure proper information exchange on all operational aspects of the programmes between IOM, the programmesโ€™ donors and other stakeholders.Ensure strict adherence to the approved workplan; proactively identify and address potential bottlenecks; ย propose and implement effective solutions; and provide regular, comprehensive updates to the Infrastructure Coordinator regarding progress and any identified shortcomings.ย Carry out proper budget monitoring in coordination with the Infrastructure Coordinator and provide inputs for operational project budget allocations based on prioritization.ย Work closely with key infrastructure staff members and relevant IOM units to support the streamlining of the environmental and social framework in site operations, including but not limited in assessments and implementation.In coordination with the Infrastructure Coordinator, facilitate adequate information management on projects activities through regular updates, summaries, press releases and other relevant materials that promote IOMโ€™s visibility in Afghanistan.Collaborate with programme teams and relevant IOM units to integrate strategic planning frameworks, including social, environmental, and results-based methodologies, into project assessments and implementation plans.Contribute to the development of relevant monitoring and evaluation plans and tools to track policy mainstreaming initiatives and measure progress and effectiveness, make recommendation on suitable course corrections, and supporting further development and improvements.Maintain close collaboration and contribute to the strengthening the partnerships with relevant stakeholders such as local entities, donors, development partners, United Nations agencies, and civil society.Contribute to the identification of donorsโ€™ priorities and strategies, ย support the development of follow up initiatives and ย participate in new programme development process in Afghanistan, in relation to expressed communities and governmental needs, donorsโ€™ priorities and in line with IOMโ€™s mandate and strategy.Participate in relevant conferences, workshops, steering committees and technical working groups, as well as other forums, to facilitate proper coordination and presentation of IOM activities.Perform such other duties as may be assigned.ย 

Required Qualifications and Experience

Education

Masterโ€™s degree in civil engineering, Architecture, or a related field from an accredited academic institution with two-years of relevant professional experience; or,University degree in the above fields with four years of relevant professional experience.

Experience

Experience in construction project management and implementation;Experience in programme management and project development is advantage;ย Experience in coordinating various projects under the programme to ensure maximum outputs;Experience in liaising with government authorities and other national/international institutions;Experience in emergency settings with in-depth knowledge of IOM/UN programme/project life cycles;ย Experience with UN and International Agencies, international or local NGOs preferred; and,ย Work experience in the Region is an advantage;Experience in conducting field inspections, material testing, and using quality control tools (e.g., slump test, rebar inspection, welding checks etc.); and,Work experience in liaising with governmental authorities, other national/international institutions, and NGOs.

Skills

Strong knowledge of Construction Quality Standards (ISO 9001, ASTM, ACI, NEBOSH/OSHA) or project-specific standards;Strong knowledge of computer-aided drawing software (Auto-CAD);Ability to quickly identify root causes of quality issues and implement corrective/preventive actions;Knowledge of UN/IOMโ€™s regulations, policies and procedures;Knowledge of project budgeting and financial management;Knowledge and experience in working with PRIMA is an advantage;Sound writing, communication and negotiation skills; and,ย Excellent organization skills, analytical and creative thinking.

Languages

IOMโ€™s official languages are English, French, and Spanish.ย 

For this position, fluency in English language is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, Russian, Spanish and French) and/or local language (Dari and Pashto) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
