Context

Under the overall supervision of the Chief of Mission (CoM), and under the direct supervision of Head of Resources Management and technical coordination with the National Programme Officer (Infrastructure), the incumbent will be responsible for the implementation and monitoring ofย all construction projects related to IOMโ€™s office premises in line with IOMโ€™s and donorsโ€™ rules and regulations.

Responsibilities and Accountabilities:

In close coordination with the Head of Resources management, oversee the implementation of all infrastructure and construction projects related to IOM office premises in Pakistan, ensuring technical quality, timely delivery, and professional standards. Provide technical guidance for architectural design, planning, execution, and monitoring of construction works. Ensure transparent financial management of projects in collaboration with the Resource Management Unit, reinforcing internal controls and fraud prevention. Liaise with Supply Chain Unit, Office of Security and Safety and respective Project Managers and Head of Divisions to provide all technical documentation required for procurement, in line with IOM regulations. Develop and implement quality management and safety systems, ensuring compliance with national and international construction standards. Lead and supervise the planning and construction of IOM buildings, including needs assessment, site planning, cost estimation, BoQs, budget analysis, and legal compliance with local building codes. Coordinate and conduct tender processes, including bid preparation, evaluations, and service provider selection, in coordination with the Supply Chain Unit, Office of Security and Safety and Heads of Divisions. Prepare progress reports, surveys, and evaluations to monitor contractor performance and ensure project quality. Prepare technical and financial updates for building projects flagging issues and providing timely advice and solutions Conduct final inspections and project close-out activities in coordination with senior management. Represent IOM in coordination meetings with local authorities and relevant forums. Perform other related duties as assigned.

Required Qualifications and Experience:

EDUCATION

High school diploma with six years of professional experience; orย  Bachelor's degree in civil engineering or a related field from an accredited academic institution, with four years of relevant professional experienceย  Diploma of Associate Engineer (DAE) Civil from an accredited institutionย 

EXPERIENCE

Minimum 3 years of experience in relevant experience preferably for a UN agency or NGO.ย  Experience in financial reporting and analysis.ย  Experience in community engagementย  Experience in Implementing Partner management Experience in coordinating and communicating with diverse stakeholders and partners. Experience to interact effectively with service providers, partner organizations, government officials / local authorities and donors is essential. Ability to manage staff, plan and organize workflows; ability to establish priorities and undertake assigned tasks with minimum supervision.

SKILLSย 

Ability to pay close attention to details and work with minimal supervision. Excellent computer skills especially MS Office and ERP.ย  Excellent communication and negotiation skills, strong interpersonal skills.ย  Excellent writing skillsย  Ability to work effectively and harmoniously within a team

Languages:

IOMโ€™s official languages are English, French, and Spanish.ย 

REQUIRED

External applicants are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish). For all applicants, fluency in English and Urdu is required (oral and written).

DESIRABLE

Working knowledge of provincial languages (especially Sindhi) is an advantage.
