Result of ServiceStrengthening the capacity of the Ethics Office and Department Internal Oversight Services (DIOS) Investigations Division to Prevent and Investigate Breaches of Neutrality. Work LocationThe consultant will work on full-time basis, based in the Ethics Office at UNRWA’s Headquarters in Amman, Jordan. Expected duration6 Months with possibility of extension, subject to satisfactory performance and availability of funds. Duties and ResponsibilitiesThe Ethics Office seeks an experienced communications consultant to manage and implement the communications activities of the Ethics Office. - Plans, develops, and manages the various communications aspects of the EU-funded project on strengthening the Ethics Office to prevent breaches of neutrality; develops and manages ethics communications campaigns. - Leads the coordination and implementation of various awareness-raising campaigns for international, regional, and local audiences; ensures to incorporate the campaign messages and themes into all relevant project outputs. - Provides strategic advice and technical expertise to the Ethics Office on a range of communications and public affairs issues, methods, and approaches. - Oversees the preparation of a diverse range of communication products in support of the Ethics Office activities; writes, edits, and designs reports, publications, and printed and digital outreach material, including brochures, posters, and regular messages to all staff to increase awareness on ethical issues. - Supports the Ethics Office's online and social media presence including by populating and regularly updating the Ethics Office's intranet and internet webpages and by creating multimedia (photo, video, and graphic design) materials for dissemination across websites and social media channels. - Oversees and provides quality assurance of communications content produced by third party vendors, including graphic designers and video production companies. - Contributes substantively to the design and development of face to face and e-training modules, including a 3-year e-learning Ethics Refresher, bystander training, and annual reminder sessions on the Code of Ethics. - Lead the development and implementation of ethics outreach activities, including information sessions and events. - Contributes substantively to the design and rollout of annual leadership dialogues involving supervisors and their team members; on topics including Code of Ethics, Outside activities and Reporting of misconduct. - Monitor and assess the impact of various ethics campaign approaches; and recommend corrective actions as required to maximise impact. - Supports the Ethics Project Manager with donor reporting and the dissemination of project results and other communication and visibility activities. - Ensures liaison and coordination with the External Relations Department (ERD). - Performs other duties as may be assigned by the supervisor. Qualifications/special skillsREQUIRED QUALIFICATIONS: - Advanced university degree (master's or equivalent) from an accredited educational institution in communications, marketing, business administration, social sciences, international relations, or a discipline relevant to the role. - At least five years of relevant experience in communications, including communication campaign development and management, social media, copywriting and editing and implementing communications guidelines. - Unless already serving as an international staff member in the UN Common System, at least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number. DESIRABLE QUALIFICATIONS: - Knowledge of design, video production and desktop publishing software. - Knowledge of Palestine refugees and/or humanitarian response and development in the Middle East. - Experience working with the United Nations or a similar international organisation. - Experience working on communications campaigns and messaging in a field which is relevant or related to ethics issues (for example, communications on compliance, anti-corruption, prevention of sexual exploitation and abuse, sexual harassment, anti-discrimination, conflict of interest, social media, human rights, protection etc). LanguagesEnglish and Arabic are the working languages of UNRWA. For this assignment, fluency in English is required. Knowledge of Arabic is an advantage, but is not a requirement. Additional InformationDELIVERABLE SCHEDULE: Deliverable 1: Contribute to the design and rollout of leadership dialogues on ethics topics, involving supervisors and their team members. Deliverable 2: Establish a useable library of ethics communications templates, brochures, posters, products and photographs from staff and professional photographers (including licensing where applicable and consent forms). Deliverable 3: Develop and implement 3-month outreach campaign including associated communications products. Deliverable 4: Revise and update the Ethics Office intranet and internet presence, and create multi-media communications products for release through UNRWA’s social media channels. Deliverable 5: Contribute to the design and development of ethics office training modules (online and in-person courses). Deliverable 6: Develop and implement 3-month outreach campaign including associated communications products.
