OVERVIEW OF THE FUNCTIONS OF THE POST
The SDG4 Global Cooperation Section and Inter-Agency Secretariat facilitates and supports the organizationโs mandated role in leading the Education 2030 Agenda. In so doing, the SDG 4 Leadership Section works with diverse constituencies, international partners and networks to reinforce global cooperation to support the implementation of collective commitments to ensure inclusive and equitable quality education and lifelong learning for all. A renewed Global Education Cooperation Mechanism (GCM) was endorsed at the 2021 Global Education Meeting and aims to bring countries and international partners together around shared priorities in more agile, efficient and aligned ways to accelerate progress towards SDG 4.
The new GCM puts forward a remodelled SDG4-Education 2030 High-Level Steering Committee (HLSC) which is serving as the global education body, consisting of a โLeadership Groupโ at Ministerial or Head of Agency level and a โSherpa Group\". A dedicated Inter-agency Secretariat (IAS) hosted by UNESCO is supporting the functions, activities and meetings of the HLSC and other GCM Forums / Platforms.
The Transforming Education Summit (TES), which took place in September 2022, aimed to mobilize solutions to accelerate national and global efforts to achieve Sustainable Development Goal 4. A follow-up mechanism to the TES is being led by the SDG 4 High-level Steering Committee (HLSC) and coordinated by UNESCO, with the UNESCO Institute for Statistics and the Global Education Monitoring Report continuing their mandate for SDG 4 monitoring and reporting.
Long Description
Under the overall authority of the Assistant Director General for Education (ADG/ED), the guidance of the Director of Education (DIR/ED/E30), the Chief of Section ED/E30/SDG, the overall guidance and direct supervision of the Senior Communication Advisor, the Communication & Content Creation Specialist will coordinate the different aspects of knowledge creation for the SDG4 Knowledge Hub and support community engagement related efforts. The consultant will complete the following tasks:
WORK ASSIGNEMENT
Work assignement
1. SDG4 website and Knowledge Hub
- Coordinate the drafting and posting of 20 contributions SDG4 website and Knowledge Hub โ on average 5 per month,. The strategy and schedule should build on ongoing UNESCO and other major SDG4 High-Level Steering Committee-led activities/events and including with the HLSC Communication Leads Network while ensuring authorship from different regions of the world.
2. Packaging SDG4 & Knowledge Hub webpages
- Support the migration of the externally hosted SDG4 website and Knowledge Hub to UNESCO web environment by working closely with the web consultant and central services to design the pages, repackage the content, archive the data / resources from the 2021 Global Education Meeting, the 2022 Transforming Education Summit (TES), enhance the focus on the role of the HLSC in coordinating the TES follow-up and impact on the ground of countries delivering on their TES national commitments.
- Review the texts across all SDG4 webpages to ensure consistency and synergies in language and content.
3. Content Calendar and Community-building
- Work closely with the social media consultant to develop monthly content calendars and a content library.
- Develop a community engagement strategy for the SDG4 website and the Knowledge Hub.
- Oversee quality assurance of social media content and ensure that promotion of web content onto SDG4 Education 2030 social media platforms is coherent, with the aim to boost engagement and visibility of the IAS and the HLSC. In collaboration with social media consultant, support production of monthly content plans for Twitter, LinkedIn and Youtube featuring new content uploaded on the website and stored in the content library.
- Facilitate online engagement of HLSC members on Teams. Produce bi-monthly HLSC membersโ engagement plans.
- Solicit calls and promote and disseminate content from key partners/members of the.
- Organise monthly calls with UNESCO Communication officers based in field offices to identify new content.
- With the social media consultant, develop a comprehensive report tracking web and social media performance, compiling key metrics on a monthly basis.

4. Uptake of UNESCO Knowledge production in education
- Actively seek opportunities to make the work of the SDG4 High-level Steering Committee and the IAS more visible, within UNESCO and externally (e.g. encourage cross posting of SDG4 website and Knowledge Hub pieces, joint blogs with important partners and HLSC members, enhance visibility of the HLSC around key moments.
Overall coordination
- Act as the ED/E30/SDG and IAS communications focal point in support of the Communication Advisor when needed in UNESCO KMS Communications Groupอพ and collaborate with UNESCOโs internal web and social media services and external online communications groups in order to improve reach.
- Support coordination of digital communications for the IAS.

REQUIRED QUALIFICATIONS
Education
- Advanced university degree in Communications, Journalism, Public Relations or a related field.
Work experience
- Minimum five (5) years of work experience in communication, with understanding of webdesign and Drupal, especially digital and multimedia.
Skills and competencies
- Excellent interpersonal and communication skills, both oral and written.
- Strong team working abilities; ability to build trust-based relationships with colleagues atall levels and with partners.
- Discretion, high sense of confidentiality; ability to act with sensitivity and respect fordiversity.

PAYMENT AND DELIVERABLES
(a) First payment, on delivery of 5 web stories and a bi-monthly content plan for the SDG4 website and the Knowledge Hub, as well as an HLSC membersโ engagement plans by 31st August 2023.
(b) Second payment, on delivery of 5 web stories for the SDG4 website and the Knowledge Hub, a monthly web/digital performance report based on key metric compilation as well as creation of a content library by 30 September 2023.
(c) Third payment, on delivery of 5 web stories and a bi-monthly content plan for the SDG4 website and the Knowledge Hub, as well as a monthly web/digital performance report based on key metric compilation by 31st October 2023, plus development of a community engagement strategy for the SDG4 website and the KH.
(d) Fourth payment, on delivery of 5 web stories, a monthly web/digital performance report based on key metric compilation by 30 November 2023.
(e) Fifth payment, on delivery of 5 web stories, a monthly web/digital performance report based on key metric compilation by 31 December 2023.
