Project Objective:
In August 2022, The United States Agency for International Development (USAID) awarded International Business Initiatives Corporation (IBI) the Evaluation Survey Services Plus (ESS+) contract to support USAID/Haiti and its partners with evaluations, survey and study support, capacity building and learning events, and in-country Third Party Monitoring.IBI partnered with SI to implement the USAID Haiti Evaluation and Survey Services Plus (ESS+) Activity.

USAID/Haiti has engaged Haiti ESS+ to conduct a baseline study in Haiti to inform the implementation of the U.S. Strategy to Prevent Conflict and Promote Stability (SPCPS). This baseline will help inform the development of a Haiti Monitoring, Evaluation, and Learning (MEL) strategic plan to assess the effectiveness and overall success of the SPCPS. This baseline study serves as an update to the context analysis and extensive research done during the SPCPS development and is a critical component of the MEL strategic plan.

Position Description:
Haiti ESS+ is seeking a Co-Team Leader (CTL) consultant to co-lead all technical and management aspects of the SPCPS baseline. The Co-TL will be expected to work closely with the another Co-Team leader, baseline Subject Matter Expert (SME) on citizen security, dashboard developer, GIS specialist, the local data collection firm, the Haiti ESS+ team as well as the SI headquarters project management team to ensure quality and timely deliverables. The baseline level of effort is approximately 10 โ€“ 12 weeks (from 60 to 72 days), inclusive of two to three consecutive weeks (18 days) of data collection and analysis possibly in Haiti.

Roles & Responsibilities:

  • Collaborate with the other Co-Team Leader on strategic and operational planning, to implement approved Baseline Design, and ensure compliance with all USAID contractual reporting and financial requirements for the baseline.
  • Manage and co-lead the team in a respectful and transparent manner, ensuring achievement of deliverables during the baseline.
  • Provide quality assurance on analytic issues, including methods, development of data collection instruments, protocols for data collection, data management, and data analysis.
  • Coordinate the baseline implementation in the field, analysis, and co-author the final report.
  • Oversee the training of all engaged in data collection, ensuring the highest level of reliability and validity of data being collected.
  • Lead analyst and responsible for conducting all data analysis in coordination with the other CTL, and coordinate the analysis of all data, assuring all quantitative and qualitative data analyses are done to meet the needs for this evaluation.
  • Provide oversight on the data collection and analysis, ensuring data quality.
  • Co-lead the design and implementation of citizen security-related instruments, writing, and analysis.
  • Conduct analysis and review of data and provide citizen-security expertise. Contextualize analysis and findings to the specific Haitian context.
  • Take ultimate responsibility for co-writing all reports associated with the project including, but not limited to the combined inception and evaluation design (including tools) as well as the draft and final reports in conformity with SI and USAID regulations, and the scope of work.
  • Ensure all deliverables reflect the realities and expertise from the citizen security lens.
  • Manage all deadlines and record maintenanceโ€”including, but not limited to, collecting, and managing quantitative data, producing notes for all qualitative data collection events for delivery to USAID.
  • Assist Haiti ESS+ in maintaining good working relationships with USAID, Government of Haiti counterparts, local authorities, local organizations, and other program partners.
  • Collaborate with the SI headquarters and Haiti ESS+ staff with strategic and operational planning to implement the approved work plan.

Qualifications:

  • At least seven (7) plus years of experience doing Baseline/Evaluation of projects; USAID project implementation experience preferred.
  • Experience working in/on Haiti.
  • Experience working with USAID or other donor, preferably in LAC region with Missions.
  • Must hold a masterโ€™s degree in economics, political science, sociology or other social science related fields.
  • Flexible, able to work well in a team setting, open minded.
  • Experience in conducting USAID evaluations of programs/activities preferred.
  • Experience in evaluating insecure environments, gang violence, environmental disasters, poverty.
  • Background in citizen security research and/or programs to inform instrument design for quantitative surveys.
  • Strong gender and social analytical skills
  • Proven leadership and organizational skills to successfully support the Team Leader
  • Excellent interpersonal skills, including experience successfully interacting with host government officials, civil society partners, and other stakeholders.
  • Fluency in English and French required; Creole strongly preferred
  • Good writing skills, including experience writing evaluation and/or assessment reports.
