Its work focuses on helping developing countries and emerging economies transition to low-carbon development pathways and supporting the integration of climate resilience into national development. UNEP-CCC is actively involved in the implementation of the UN Environment Climate Change Strategy and Energy Programme. Climate change in Uganda is projected to result in rising temperatures and increasingly erratic rainfall patterns, including shifts in the onset, duration, and intensity of rainy seasons, interspersed with intra-seasonal dry spells. These climatic changes are expected to heighten the countryโ€™s vulnerability and exposure to climate-related risks. In response, the Government of Uganda submitted its iNDC (Intended Nationally Determined Contribution) in 2016 and its revised NDC in 2021, both emphasizing adaptation as a national priority. To support Uganda in development of its NDC 3.0, UNEP-CCC, with support from UNICEF and UNDP, is developing a National Climate Risk and Vulnerability Digital Map. This digital platform aims to identify current and future climate risk hotspots across key sectors, thereby enhancing Ugandaโ€™s capacity to anticipate, plan for, and respond to climate risks. It will also contribute to strengthening the countryโ€™s early warning systems through digitalized climate services, ultimately supporting the countryโ€™s efforts to scale up climate adaptation and resilience-building initiatives. Against this background, UNEP-CCC is recruiting a consultant to support the development of the Climate Risk and Vulnerability Digital Map for Uganda. Output 1: Develop a methodology and workplan for carrying out Uganda Climate Risk and Vulnerability Assessment D1: Inception report 31st Oct 2025 The inception report shall elaborate on: โ— The methodology for conducting climate risk and vulnerability assessment in Uganda, including the analytical framework, indicators, and spatial analysis approach. โ— The data framework and data collection plan, outlining key datasets, sources, formats, and data management procedures to ensure consistency and interoperability. โ— The coordination and interaction plan with the digital map development team, specifying mechanisms for technical collaboration and data sharing Output 2: Produce a technical report for Ugandaโ€™s national climate risk/vulnerability assessment D2: Technical Report on Ugandaโ€™s national climate risk/vulnerability assessment 31 Dec 2025 The report shall be submitted in electronic format only. Output 3: Set up digitalized data framework for the digital map D3: Digitalized data sets used and generated through risk and vulnerability assessment 31 Dec 2025 The datasets shall be systematically categorized and accompanied by detailed written guidance on their application and use. Output 4: Provide training on assessing climate vulnerabilities and risks D4: Training materials on assessing national climate vulnerabilities and risks in Uganda 28 Feb 2026 The training materials may be provided in various formats, including PDF documents, presentation slides, short instructional videos, or a combination of these formats. Qualifications/special skillsAdvanced university degree (Master degree or equivalent) in Geography, Environmental Sciences, Geology, Environment and Natural Resources or other allied fields. A PhD degree in the above fields is an asset. A minimum of 7 yearsโ€™ relevant work experience in climate risk/vulnerability assessment and familiarity with the IPCC conceptual framework of risk and vulnerability.
