Project Context and Scope

The Climate Mobility Preparedness expert consultant will contribute towards two project works.ย 

First: the Partnerships for Climate Mobility (PCM) project aims to contribute to strengthened resilience and adaptive capacity of vulnerable communities in the context of mobility linked to climate change and disasters in Fiji, Tuvalu and with lessons and implications for the Pacific Island Countries.

The PCM project will support the following outcomes:

1. Inclusive implementation of national policies and human security practices to address climate mobility, and

2. Non-state actors and communities actively engage in national and regional processes to manage climate mobility.

These outcomes will be achieved through the creation of an enabling policy environment; the generation of relevant data and evidence; the provision of tools and information to increase the knowledge and skills of diverse stakeholders; and the improved accessibility of services. The project will continue to promote action to comprehensively address climate mobility, including labour migration and other voluntary movements, displacement, and planned relocation efforts in the context of slow and sudden onset disasters.

This consultancy will focus on supporting the Falepili Union Community Consultations. The consultant is expected to develop the consultation methodology, collect and analyze the data and prepare a report highlighting the key findings of the Falepili Union Community Consultations.ย The Falepili Union Community Consultation aims to gather community feedback on the treaty, particularly its linkages with climate change and views on migration as a climate change adaptation measure. The feedback will not alter the treaty but elevate the voices of community members regarding the Falepili Union and migration as an adaptation measure.

Second:ย Pacific Climate Change Migration and Human Security Programme (PCCM-HS) Phase II

The programme contributes to strengthened resilience and adaptive capacity of Pacific Islanders in the context of climate change and disasters, ensuring that migration and relocation remains a choice, and displacement is averted, minimized and addressed.

The programme will support the following outcomes:

Pacific Governments develop and implement national policies to address climate mobility (outcome 2). Pacific civil society actors, worker and employer organizations, and communities actively engage in national, regional and global processes to manage climate mobility (outcome 3).

The programme is being delivered through a partnership, with the International Organization for Migration (IOM) as the lead agency, alongside UN Economic and Social Commission for Asia and the Pacific (UNESCAP), International Labour Organization (ILO) and the Office of the High Commissioner for Human Rights (OHCHR), along with the Platform on Disaster Displacement (PDD) and Pacific Islands Forum Secretariat (PIFS).

This consultancy will focus on the development of migration preparedness information.

The Migration Preparedness information package should comprehensively outline essential information that prospective migrants will need to make informed and well-considered decisions regarding their migration journey.

The development of the information package for prospective migrants should be guided by insights from Climate Mobility Trends & Capacity Needs Assessment report which collected vital information from communities and relevant stakeholders, ensuring that the content is accurate, contextually relevant, and responsive to the needs of those considering migration.The package will be context-specific and people-centered, based on existing materials, notably the Migration Preparedness Manual for the Republic of the Marshall Islands and other materials related to pre-employment training, migration, environment and climate change.

Organizational Department / Unit to which the Consultant is contributing:ย 

Under the overall supervision of the Chief of Mission in Fiji, and under the direct supervision of the Programme Manager for the Partnerships for Climate Mobility programme based in Suva, Fiji and in close coordination with the IOM Office in Tuvalu and Government counterparts, the consultant will be responsible for the development and finalization of the Falepili Union Community Consultations, data analysis, and report.

First deliverable โ€“ Falepili Union Consultation Methodology Design

The local consultant is required to develop the Falepili Union Consultation Methodology (survey questionnaire) in close consultation with the Tuvalu Climate Change Department (CCD) and IOM team. During the design of the methodology in collaboration with the Tuvalu Climate Change Department, selection of the communities to be consulted should be confirmed.ย 

The local consultant is expected to develop and submit the Consultation Methodology within 8 working daysย starting from the contract commencement date in word and PDF format.

Second deliverable-ย Draft Falepili Union Community Consultation report

Utilizing the agreed upon Consultation Methodology, CCD will organize and lead the coordination and logistics for the community consultations, and the consultant is expected to support the data collection process in the agreed upon communities as defined under deliverable 1, for instance, the community consultations in Funafuti and on the outer islands. After field visits, the consultant is to collate and analyze the data, and prepare a draft Falepili Union Community Consultation report to be reviewed by IOM and the CCD.. The consultant is required to prepare a presentation and deliver it to the Tuvalu CCD and IOM to highlight the key findings of the Falepili Union Community Consultations.

The consultant is expected to submit the first draft of the Falepili Union Community Consultation report, along with the presentation prepared within 16 days (15 days of analysis and writing, 1 day of presentation) word, presentation and PDF format.

Third deliverable -ย Final Falepili Union Community Consultation report.ย 

Upon receiving feedback on the first draft of the report from CCD and other government identified stakeholders, and IOM, the consultant is to incorporate comments and inputs, and to finalize and submit the final version of the Falepili union Community Consultation report.ย

The consultant is expected to submit the final Falepili Union Community Consultation report in word and PDF, as well as a copy of the presentation within 6 working daysย after receiving the comments/inputs from IOM, CCD and partner agencies.

Fourth deliverableย โ€“ Workplan and Outline for the migration preparedness information package on informed decision making for migration preparedness for migration and understanding climate change and migration trends based on the Climate Mobility Trends & Capacity Needs Assessment report key informant interviews and review of relevant materials. Specifically, this will be based on consultation with PCCMHS Team, local ministries representatives, educational institutes representatives and local community leaders (if possible) to identify needs and priorities with regards to preparedness for migration, including movement related to climate change. The workplan should detail the activities towards the finalization of deliverables, including roles and responsibilities, and delivery dates. The outline should be based on the Migration Preparedness Manual developed for the Republic of the Marshall Islands and contextualized for Tuvalu specifically with the guidance already provided in the Climate Mobility Trends & Capacity Needs Assessment report especially with the recommended Key Elements of the Information Package.

Fifth deliverableย โ€“ Draft the migration preparedness training package- Based on the first deliverable (Workplan and Outline for the migration preparedness information package), this deliverable will be a draft of the package for informed decision making for migration, preparedness for migration and understanding climate change and migration trends based on key informant interviews and review of relevant materials. It will be accompanied with a delivery package

(including power points and handouts) which would be presented to Tuvalu Climate Change Department to outline how the package could be introduced and disseminated to the local communities especially aspiring migrants.

Estimated Delivery Date: 30 days

Delivery details: Submission of the first draft of the Migration preparedness information package. Expect at least two rounds of review and comments from IOM

Sixth deliverableย - Final Migration Preparedness Information Package.

Develop the full Migration Preparedness Information Package includingย background information/framework, presentations and handouts. A validation workshop may be required to collectively review the final draft of the information package. (including translated versions in Tuvaluan), Incorporate comments and inputs from IOM and partner agencies and finalize the training package for IOMโ€™s final review and approval.

Estimated Delivery Date: 12 days

Delivery details: Migration Preparedness Information Package in word format, with final PowerPoint presentation and handout notes) incorporating formatting adjustments, translation, any final edits from IOM. A Tuvaluan translation of the Package is also required.

Performance indicators for the evaluation of results

Timeliness: All deliverables are submitted by the agreed-upon deadlines. Progressย updates are provided on a regular basis, as specified in the contract. Quality of Deliverables: The deliverables should ensure clarity and accessibility, ensure the report is written in clear, straightforward language. Relevance: The report should clearly reflect community perspectives concerning migration as a climate change adaptation measure. Comprehensiveness: Cover all essential aspects of migration preparation, from legal and financial considerations to cultural adaptation and accessing services. Practicality: Provide actionable recommendations based on key findings of the consultations. Empowerment: Empower local communities by providing them with knowledge and tools to address climate mobility. The consultant must provide results from desk review and community consultations. The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality. The consultant will be responsible to follow IOM writing guidelines including the IOM House Style Manual. Cost-Effectiveness: The consultant efficiently utilizes resources and provides cost-saving solutions where possible. Communication, Feedback and Satisfaction: Regular updates are provided on the progress of the deliverables, as required.ย  Any inputs are incorporated, and issues or concerns raised during the consultancy are promptly and effectively addressed. Terms of Payment

The payment will be output-based. The payment will be made upon successful delivery of the deliverables as per the below instalment payment timeline. The duration of this assignment is estimated 38 working days on an output basis. The exact timeline will be agreed upon signing of the contract.

Education A diploma or higher qualification from an accredited academic institution preferably in IT, Computer Science, Media, Education, Climate Change, Geography, Environmental Science, International Relations, Development Studies, or a related field. Experience A minimum of five years of relevant professional experience in data collection, analysis, reporting and project management. Proven experience in data collection, analysis and reporting. Demonstrated experience in monitoring and evaluation to assess the impacts of trainings and make necessary improvements. Experience in stakeholder engagement, including conducting consultations and workshops with government agencies, local communities, private sector representatives, as well as national and regional institutions; and other relevant stakeholders. Familiarity with the sensitivity of the diverse needs of the national governments and pacific communities. Skills Strong comprehension of climate change and mobility in the Pacific region. Excellent communication and presentation skills, with proficiency in English (both written and oral). Proficiency in facilitating diverse target groups. Ability to work effectively in a multidisciplinary team and engage with a diverse range of stakeholders. Knowledge of sustainable development principles and climate mobility strategies as they relate planned relocation and displacementย  Excellent written and oral communication skills. Languages Fluency in English and Tuvaluan is required. IOMโ€™s official languages are English, French and Spanish.
