Pacific Climate Change Migration and Human Security Programme (PCCM-HS) Phase IIย
The programme contributes to strengthened resilience and adaptive capacity of Pacific Islanders in the context of climate change and disasters, ensuring that migration and relocation remains a choice, and displacement is averted, minimized and addressed.
The programme will support the following outcomes:ย
Governments cooperate at the (Pacific) regional and sub-regional level to manage climate mobility (outcome 1).ย Pacific Governments develop and implement national policies to address climate mobility (outcome 2). Pacific civil society actors, worker and employer organizations, and communities actively engage in national, regional and global processes to manage climate mobility (outcome 3).The programme is being delivered through a partnership, with the International Organization for Migration (IOM) as the lead agency, alongside UN Economic and Social Commission for Asia and the Pacific (UNESCAP), International Labour Organization (ILO) and the Office of the High Commissioner for Human Rights (OHCHR), along with the Pacific Islands Forum Secretariat (PIFS) and Platform on Disaster Displacement (PDD).
At the request of the Government of Tuvalu, this activity will support the Government of Tuvalu to develop an action plan on human mobility in the context of climate change, which will implement relevant existing policy instruments, supporting enhanced resilience to climate change and disasters. It will be an actionable document that may provide broad guidance or standard operating procedures including in displacement, evacuation, planned relocation and migration contexts. The scope and contents of the action plan will be determined based on research, analysis, and stakeholder and community consultations (includes outer islands). This activity will be carried out in close coordination with the technical line ministry, Tuvalu Governmentโs Ministry Climate Change, IOM focal point in Tuvalu and the IOM PCCMHS Team.ย
ย Organizational Department / Unit to which the Consultant is contributing ย Under the overall supervision of the Chief of Mission in Fiji and the IOM Office in Tuvalu, the direct supervision of the Programme Manager- Migration and Climate Change, and in coordination with Tuvaluโs Climate Change Department, the consultant will be responsible for developing an action plan on human mobility in the context of climate change in consultation with Government, programme partners and relevant stakeholders.ย Tasks to be performed under this contract
Tangible and measurable outputs of the work assignment:
First Deliverable - Workplan:ย Upon commencement of the consultancy and following discussion and coordinationย with the Department of Climate Change and relevant government ministries, the consultant will provide an updated workplan, detailing the activities towards the development of the action plan, including roles and responsibilities, approach to primary and secondary data collection and delivery dates.ย
The work plan will include:a) Detailed list of references for the situation analysis (see below):
Relevant literature and available data sources. Available indicators. Detailed list of relevant policies and legislation Overview of key stakeholdersย ย ย ย ย ย ย ย ย ย b) Timeline for completion of the exercise and relevant deliverables.
ย ย ย ย ย ย ย c) Tentative list of stakeholders to be consulted, location and modality to conduct interviews.
The workplan should be submitted in a word document, as well as in a presentation format for discussion with relevant stakeholders.ย In coordination with the IOM Tuvalu office, a meeting will be held to present the workplan to stakeholders.ย Following a presentation to relevant stakeholders, the revised workplan should be submitted after 1 day considering inputs provided.ยEstimated Delivery Date: withing 5 days after starting the assignment.
Delivery details: The reportย will be submitted electronically inย word, PowerPoint and PDF format to the designated point of contactย at IOM.
Second Deliverable - Situational analysis paperย and methodology for stakeholder consultation:ย
The situational analysis should be based on a comprehensive desk review of existing climate mobility policies (covering migration, displacement and planned relocation) and guidelines in Tuvalu and the Pacific region, relevant evaluations, and data on displacement management, planned relocation, labour mobility as well as documents outlined in the workplan and proposed in Annex I.ย The paper, drafted and referenced according to the IOM Housestyle Manual, should contain the following information: the current trends related to climate mobility in Tuvalu including the major climate change impacts and natural hazards; how does this affect mobility trends in the country; who is being affected, including what are the major social/economic/vulnerability risk factors; what is the scale and distribution of impact and where and how do we expect this to change over time. Existing and applicable legislation or policies in the country and the Pacific region (e.g. Pacific Regional Framework on Climate Mobility); mapping of key institutions, actors, stakeholders and relevant past or current interventions aligned to the aforementioned policy objectives. Based on the review of existing literature, identification of policy, data and operational gaps and challenges, as well as opportunities and good practicesย Rationale for developing an action plan on climate mobility including justification for why this is required. This should also shed light on the scope of the plan, including whether it will develop any Standard Operating Procedures (SOPs) to address displacement and evacuations.ยโข ย ย ย ย Revisiting the workplan, the methodology for national-level stakeholder and community consultation which will include:ย
Key research questions and conceptual framework for analysisย Sources of data and information, including identification of key stakeholdersย Primary data collection methods and tools, including participatory and inclusive approaches for national-level stakeholder and community consultation.ย Sampling design/site selection for community consultation Approach to research ethics, including any research ethics approvals and processes which will be undertaken and evidenced, and any relational or substantive ethical considerations and their management. Risks, Limitations, and adjustmentsย Timeline of data collection, analysis and draftingยโข ย ย ย the IOM country office will organize a meeting with stakeholders to review the situational analysis and methodology. The situational analysis and methodology should be submitted in a word document, as well as in a presentation format for discussion with relevant stakeholders.
Following a presentation to relevant stakeholders and discussion, input is to be incorporated. The revised situational analysis and methodology should be submitted after 3 days of the stakeholder meeting.Estimated Delivery Date: 15 working days after Workplan is endorsed
Delivery Details: The report will be submitted electronically in word, PowerPoint and PDF format to the designated point of contact at IOM. The situational analysis paper methodology may be finalized after 1 round of review.
Third Deliverable โ National and community-level stakeholder consultation: summary report
In coordination with the designated Ministry officials and IOM focal points, the consultant will conduct consultations with national stakeholders and communities which includes the outer islands based on the agreed methodology. Such consultations will be sequential and will focus on:ย Validating the information in the situational analysis; validating and obtaining additional information and recommendations of stakeholders on the proposed scope and contents of the action plan. The latter will specifically include priority areas for the action plan, main outputs to be included in the action plan and potential roles of the individual stakeholders. As documentation of the consultations, the consultant will prepare: Short summary reports of the various consultations/data collection processes including geographical, gender and age disaggregation of participants, dates, any ethics approvals, and a brief outline of other ethical considerations and undertakings such as data protection approaches. Draft outline for climate mobility action plan, including background, key principles, objective, scope, content, structure follow-up and review of national action plan on climate mobility. The draft outline should consider the feedback from stakeholders on the situational analysis.ยEstimated Delivery Date: 30 days after the 2nd deliverable finalized and accepted.ย
Delivery Details: The community consultation summary report and draft climate mobility action plan will be submitted electronically in word and PDF format for review. Once finalized after 1 round of review.
Fourth Deliverable - Working draft of the National Action Plan on Climate Mobility:ย
In keeping with the requirements of the national processes for formalization of policiesย and the nature/scope of the climate mobility action plan as determined by the stakeholder consultations, the consultant will prepare the working draft setting out the proposed plan. This working document will be prepared in the format required by the relevant Ministryย that demonstrates clear linkages to existing policies and priorities of Tuvalu for submissions to Cabinet. The contents of the working document will include: Context/situational analysis (including key stakeholders), objectives, scope, recommendations, key principles, implementation plan (theory of change), risks, timelines, monitoring and evaluation framework.ย Glossary for key definitions and conceptsย Key recommended components of Standard Operating Procedures, training manuals, and training delivery and other areas that may arise during consultation.ย A validation workshop, organized by the IOM country office, aimed at discussing the draft Climate Mobility Action Plan will be organized to retrieve inputs of national stakeholders on the draft and its components. The consultant will be required to provide technical assistance to the workshop, advising on the concept note, agenda and participants as well as preparation of presentations on the working draft plan for discussion with relevant stakeholders.ย A final draft of the Climate Mobility Action Plan is developed based on the validation workshop held with stakeholders and submitted to the IOM and the stakeholders.ย ย Fifth Deliverable: Revised working draft of the National Action Plan on Climate Mobilityย Based on inputs received ย ย ย ย ย at the validation workshop, the revised draft of the national action plan will be prepared for cabinet consideration and approval.

Action Plan on Climate Mobility
โข The consultant must adhere to the International Organization for Migration (IOM) Dataย
Protection Principles (IN/138) and maintain confidentiality.
โข The consultant will be responsible to follow IOM writing guidelines including the IOM Houseย
Style Manual.
3. Sustainability and Impact:
โข The draft of the National Action Plan on Climate Mobility includes clear strategies for long-termย
sustainability and addresses key environmental, social, and economic challenges.
4. Cost-Effectiveness:
โข The value of the services rendered is commensurate with the cost of the consultancy.
โข The consultant or firm efficiently utilizes resources and provides cost-saving solutions wereย
possible.
5. Communication, Feedback and Satisfaction:
โข Regular updates are provided on the progress of the deliverables, as required.ย
โข Positive feedback is received from the Ministry and other stakeholders regarding the consultant's or firm's performance and the quality of the deliverables.
โข Any inputs are incorporated, and issues or concerns raised during the consultancy are promptly and effectively addressed. Education
