Background

SoCha intends to submit a proposal for the USAID/Vietnam follow-on to the Learning and Knowledge Management (Learns) activity in the Republic of Vietnam. The purpose of the activity is to enable data-driven decision-making and evidence-based collaborating, learning, and adapting within and amongst USAID/Vietnam and its partners to improve program management and development impact in Vietnam. As development programs continue to adapt to the rapidly changing and dynamic operating environment in Vietnam, USAID/Vietnam requires access to up-to-date and on-demand contextual information, systems, and processes to coordinate timely programmatic responses, and qualitative and quantitative context data to advance the goal and development objectives of its 2020-2025 Country Development Cooperation Strategy. As information sources and data points continue to grow, the Mission also requires comprehensive knowledge capture, retention, transfer, and management practices to support evidence-based decision-making and efficiently and effectively facilitate M&E and CLA approaches within USAID/Vietnam and amongst implementing partners. Additionally, the Mission requires performance improvement services for its strategic partners and an approach that fundamentally ensures responsiveness to program participant feedback regarding USAIDโ€™s assistance.

SoCha is seeking a full-time, qualified individual to fill the role of CLA/Facilitation Advisor. The CLA/Facilitation Advisor will be full-time and based in Hanoi. This role is for a proposal position and is contingent on award and funding.

Responsibilities will include:

  • Support the design, organization, planning, and execution of various events, trainings, and workshops to promote learning and collaboration within the USAID Mission and implementing partners, government stakeholders, and development organizations.
  • Coordinate, facilitate, and arrange logistics for events including partner meetings, representational events, external portfolio reviews, evidence-sharing summits, and other events.
  • Assist in facilitating learning forums to share experience across activities and sectors in the Missionโ€™s geographically targeted provinces.
  • Support collaboration and networking with Mission staff, IPs and development stakeholders, including coordination of communities of practice meetings.
  • Develop in English and finalize the scope of work and the report for each assigned CLA event.
  • Other tasks as assigned.

Minimum Qualifications and Experience

  • Bachelorโ€™s degree or higher in organizational development, communications, business management, social sciences, or a related field.
  • More than four (4+) years of experience in leading event management, facilitation, CLA, organizational learning, adaptive management, change management, monitoring and evaluation, communications and/or knowledge management in the private sector or international development sector.
  • Prior experience working with USAID preferred (including on USAID-funded work).
  • Experience with USAIDโ€™s program cycle, CLA approach, or knowledge management preferred.
  • Exceptional communications and interpersonal skills, including digital/remote communication, written, in-person/presentation, and facilitation skills.
  • High-energy engagement with coordinating group activities, event planning and organization.
  • Strong oral and written communication in addition to presentations skills in English.
