The Chief of Operations and Resource Management (CORM) will report to the Chief of Mission Support. The focus of this job is to direct and oversee the strategic and cross-cutting mission support functions such as Human Resources, Financial Resourcing and Performance Management, Field Technology, Training, Mission Support Unit and Regional Administrative Officers (RAOs) with a view to ensuring coherence in forecasting, performance monitoring, planning, and coordination related to operational and resourcing activities of a peace operation. ResponsibilitiesWithin delegated authority, the Chief, Operations and Resource Management will be responsible to bring together strategic and cross-cutting mission support functions with a view to ensuring coherence in forecasting, performance monitoring, planning, and coordination related to operational and resourcing activities. The position performs the following responsibilities: โข Provides overall guidance, support and oversight for the effective management of the following functions and components: Human Resources Unit (HRU), Financial Resourcing and Performance Unit (FRPU), Field Technology Unit (FTU), Training Unit, Mission Support Unit (MSU) and all Regional Administrative Officers (RAOs) where applicable; โข Assists and supports the Chief of Mission Support in providing strategic direction to the above components for the effective fulfillment of the mission support strategies and plans; โข Ensures the development, preparation, coordination and monitoring of strategies and work plans for the administrative activities under the scope of responsibilities and takes the lead in securing the required human, financial, logistic and technological resources to achieve them; โข In cooperation with other offices of the Mission, plans and forecasts staffing, financial, logistic and technology requirements of the Mission; โข Liaises directly with UNHQ offices to ensure mission planning and resource allocation is coherent with HQ priorities, guidance and policy; โข Effectively leads, coordinates and directs all aspects of the Operational Resource Management Section as follows: Human Resources Management: โข Oversees the overall development and delivery of strategic advisory services in human resources management with a particular focus on planning, policy implementation, self-monitoring and compliance with Key Performance and operational indicators, to ensure that human resources strategies and plans are aligned with overall mission's strategic framework and concepts and are responsive to evolving changes in mandates and phases, operational priorities and the corporate and mission's specific human resources imperatives and targets. Financial Resourcing and Performance: โข Oversees the development and delivery of strategic support and business intelligence, including advice to operational counterparts and mission leadership, on financial resourcing and stewardship, organizational performance of the mission, and risk management in line with mission priorities. Information and Communications Technology: โข Oversees the development and delivery of robust and reliable information and communications technology (ICT) services in support of the mission's mandate implementation; โข Facilitates the implementation of innovative and intuitive technology solutions that enhances work across mission pillars and facilitates technological problem solving and decision making at all levels; โข Manages the mission information security and its incident response plan. Training: โข Oversees the development and delivery of all training activities in line with mission priorities. Mission Support Unit: โข Oversees the development and delivery of timely, coordinated and efficient logistic support planning by Mission Support Unit to all components of the mission for operational priorities and key project implementation. Regional Administrative Officers: โข Oversees the coordination of all operational and resourcing activities of regional offices to ensure their timely set up and provision of human resources, financial and information technology support required for the fulfilment of the mandate of the regional office. Other duties and responsibilities: โข Takes the lead in the development and implementation of special projects such as Disaster Recovery and Business Continuity, Welfare activities as required; โข Manages the mission's service desk operations providing regular management reports on service availability and performance; โข Monitors client experience and advises on programs for continuous service improvement; โข Implements pilot projects and monitors, coordinates and reports on their progress.
