Org. Setting and ReportingThis position is located with the Conduct and Discipline Unit of the United Nations Mission in South Sudan (UNMISS), duty station Juba. Juba is classified in the \"E\" category and as a non-family duty station. The Chief Conduct and discipline reports to the SRSG, in consultation with the Chief of Staff. ResponsibilitiesUnder the direct supervision of the Special Representative of the Secretary General, in consultation with the Chief of Staff, the Chief of Service, Conduct and Discipline Team will assume the following responsibilities: โ€ข Provide advice to the Special Representative of the Secretary General, Mission Leadership and Mission personnel in addressing the full range of conduct and discipline issues pertaining to every category of personnel (Military, Police, and Civilians including contractors). Specifically, the C/CDT will be responsible for developing and implementing initiatives and/or measures aimed at preventing misconduct, enforcing UN standards of conduct and ensuring that remedial action is taken whenever misconduct occurs. โ€ข Provide strategic vision, guidance, leadership and overall management of the Conduct and Discipline Team (CDT) and its staff; formulate and direct the implementation of the work programme; oversee and coordinate programmed activities, including prevention, enforcement and remedial action for misconduct by UN peacekeeping personnel, and other initiatives, ensuring appropriate coordination and integration with the missionโ€™s general mandate, and with all its components (e.g. gender, human rights, child protection, legal affairs, personnel, security, etc.) and other UN entities; provide programmatic/substantive reviews of work and draft reports prepared by others. โ€ข Oversee case management: Liaise- with the UNโ€™s Office of Internal Oversight Services, the UN Country Team and other UN entities, as well as with government officials, political leaders, NGOs, leaders of civil society, regional/sub-regional actors and organizations, the diplomatic community, etc., operating within the mission area, and ensures effective coordination of activities on conduct and discipline activities, including victim assistance. โ€ข Ensure the development and implementation of awareness building and preventive programmes, as well as of effective measures/systems to detect personnel misconduct, to ensure compliance with UN standards of conduct and to monitor and evaluate all forms of misconduct for all categories of UN peacekeeping personnel. โ€ข Provides guidance on the implementation of the training strategy and training activities on the prevention of sexual exploitation and abuse and other forms of misconduct at the mission level. โ€ข Provides input for the mission on conduct and discipline issues to the local and international media. โ€ข Oversees input for the Secretary-Generalโ€™s reports to the Security Council on conduct and discipline-related activities of the mission, as well as briefings to the Security Council and other such documents. โ€ข Analyzes implications of emerging issues/trends and formulates recommendations on possible strategies and measures to address them. โ€ข Participates in meetings within and external to the mission, providing substantive expertise; represents the mission at international, regional or national meetings; may serve on committees concerned with conduct and discipline issues, as relevant. โ€ข Leads and supervises the organization of meetings, seminars, etc. on substantive issues; manages the substantive preparation and organization of such meetings or seminars. โ€ข Oversees the unitโ€™s outputs to ensure that products meet UN high-quality standards, that reports are clear, objective and based on comprehensive data and that they comply with the relevant mandates. โ€ข Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the unit, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (PAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting. โ€ข Recommends candidates for recruitment, taking due account of gender and geographical balance. โ€ข Manages, guides, develops, and trains staff under his/her supervision. โ€ข Supervises the activities of focal points working on conduct and discipline issues in field locations. โ€ข Fosters teamwork and communication among staff in the unit and across organizational boundaries. โ€ข Performs other duties as required. Work ExperienceA minimum of fifteen (15) years of progressively responsible professional experience in the field of policy, conduct and discipline, law, personnel dispute resolution processes, administration, budget, finance, human resources management or related field is required. Substantive experience in information analysis and problem solving in administration, human rights or legal contexts in large organizations is required. Experience working with uniformed personnel, government Officials, UNCT, and NGOs is required. Experience in the United Nations System and/or field experience with a UN peacekeeping operation including dealing with UN rules and procedures on conduct and discipline and sound knowledge of the challenges of peacekeeping particularly in conflict and post-conflict environments is desirable. Proven track record of excellent management and technical leadership skills is desirable. LanguagesEnglish and French are the working languages of the United Nations.
