Job Summary:

The Chief of Party (COP) will lead and provide overall leadership and direction to the development and implementation process of the anticipated USAID-funded Strengthening Systems for Health Security (SSHS) project in Peru aimed at building robust capabilities in preventing, detecting, and responding to infectious disease and health threats and ensuring national and global health security (GHS). The COP will provide technical and management leadership to the bilateral project and ensure the successful implementation of the work plan and achievement of the projectโ€™s targets and goals.

The COP will serve as the principal liaison with USAID and will be responsible for aligning project activities with country and global standards, ensuring compliance with all relevant USAID and FHI 360 policies and regulations, and representing the project to stakeholders, including donors, government entities, and private sector partners. The COP will plan and direct project schedules and monitor budget/spending, monitor the project from initiation through delivery, ensures that technical efforts are evidence-based and community-driven and will contribute to the deliverables in the country, organize project activities ensuring completion of the project on schedule and within budget constraints, selects, develops, and evaluates personnel to ensure the efficient operation of the function.

This position is located in Lima and contingent upon successful award to FHI 360.

Accountabilities:

  • Provide leadership to the project team in technical and operational aspects, including planning and implementation, ensuring clarity over plans and priorities, and encouraging effective teamwork.

  • Provide overall project leadership, management, and technical direction while ensuring compliance with USAID requirements, as well as FHI 360 policies and procedures.

  • Responsible for creating, promoting, and maintaining safe and equitable work environments for all personnel, including a harassment- and violence-free work culture, and systems for safeguarding project participants.

  • Plans, directs, and coordinates activities for designated projects to ensure that goals and objectives are accomplished within prescribed time frame and funding parameters.

  • Reviews project proposals and plans to determine scheduling, budget, procedures, staffing, and allotment of resources needed for projects

  • Guarantee the efficient and effective use of resources to achieve the desired project results, establishes and monitor work plans, budgets, finances, project teams, and SOPs to meet project goals and ensure compliance with policies in accordance with the donor's (USAID) procedures.

  • Manage a multidisciplinary team of senior technical, operational, compliance, and financial staff.

  • Communicate and collaborates with USAID Peru and other key stakeholders from the main involved departments (Ministries of Health, Agriculture, and Environment), facilitating coordination and collaboration with government bodies, academia, civil society, private sector entities, other relevant Implementing Partners (IPs), international organization and FHI360 other projects in Peru to ensure integrated and complementary efforts.

  • Lead the development of all project deliverables, including annual work plans and annual and final project reports, and ensure timely and accurate reporting that aligns with USAID guidelines and branding requirements.

  • Provides guidance, training and mentoring to senior technical staff, promoting leadership and technical expertise in Global Health Security.

  • Participates in the strategic development of methods and techniques with executive management.

  • Establishes, serves, and maintains partnerships with internal and external stakeholders on project matters.

  • Provide leadership to the project team, ensuring clarity over plans and priorities, encouraging effective teamwork.

  • Responsible for induction of project staff, ensuring their familiarity with mandate values, quality standards, policies, and project objectives and their individual responsibilities in upholding these standards and policies.

  • Determination of job level is based on combination of primary and secondary criteria (i.e., Revenue, Headcount, and number of Contracts/Sub-Awards and other factors).

  • Supports performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.

  • Represent the project at national, regional, and international forums, including conferences, policy briefings, and networking events.
