Introduction:

Blumont is looking to identify and collaborate with a Chief of Party (COP) for the anticipated USAID Economic Enabling Environment in Non-Regime Areas program in Syria. The ideal candidate is an experienced senior manager who will lead the overall management for the project, which aims at creating a transparent and efficient economic governance ecosystem in Syria. This will be a full-time position, based at a dedicated Blumont office in the region, with possible travel into and around Syria. The COP will be a creative and flexible leader and will need to be adept at remote management of the activity, taking into consideration the logistical requirements in Syriaโ€™s dynamic environment. This position and the minimum qualifications are contingent upon final USAID solicitation requirements and award of the program.

Job Responsibilities:

  • Prepare strategic plans, annual and quarterly work plans, and overall management of the program in line with USAID guidelines
  • Lead start up activities including offices establishment and team recruitment
  • Ensure technical compliance with the agreement/contract with USAID and timely delivery of project activities
  • Oversee the performance of project staff including Blumontโ€™s and those of the partners/sub-awardees
  • Ensure proper financial management, procurement, human resources and logistics management in compliance with Blumontโ€™s policies
  • Support the development of strong M&E mechanisms and efficient systems to feed M&E data into decision-making to ensure high quality implementation
  • Support a rigorous approach to learning and adaptation, in consultation with USAID
  • Establish effective communication and coordination with personnel from the government in order to implement interventions and incorporate country-wide priorities
  • Create a positive working environment for all staff and ensure fair professional growth and training opportunities for team members
  • Represent Blumont and the project before USAID and in coordination meetings with national institutions and international donors
  • Work with the projectโ€™s security focal person and Blumontโ€™s regional security focal person to develop and maintain systems that promote the safety and security of all team members
  • Support identification of growth opportunities in the region.

Qualifications and Skills:

  • Bachelorโ€™s degree in economics, or a comparable degree is required. Masterโ€™s Degree or higher preferred in economics, international development, business administration, or a related field is highly desirable
  • At least 10 years of experience in international development, including experience and/or knowledge in designing and managing multi-million-dollar development projects
  • At least 5-8 years of experience as a COP or senior field management experience such as project Director, Regional Director or Country Director Roles
  • Demonstrated experience in professional interaction with senior U.S. and foreign government officials
  • Strong experience in managing a similar project in a conflict/post-conflict environment, primarily remotely
  • Demonstrated capacity to manage large complex programs (including subcontracts, remote offices and satellite offices) in a multi-cultural environment. Experience working in Syria, Iraq, Jordan, Turkey or the Middle East preferred
  • Ability to coordinate and communicate among implementing partners, the USG, coalition partners, other donors, and Syrian stakeholders
  • Strong understanding of the Syrian context highly preferred
  • Fluency in written and spoken English required and knowledge of Levantine Arabic is strongly preferred.
