Background

SoCha intends to submit a proposal to provide third-party monitoring (TPM), evaluation, and special studies services to support USAIDโ€™s Bureau for Humanitarian Assistance (BHA) programs in Sudan. The information and findings will be critical to ensure program learning and accountability which will also be useful for programmatic adjustments and future program design by USAID/BHA in Sudan. The project has the following objectives:

  1. Conduct TPM activities in the South Kordofan and Blue Nile regions.
  2. Conduct TPM activities in states of Sudan where USAID/BHA is unable to access program sites.
  3. Deliver specific research studies or evaluations that provide in-depth analysis and insights into various aspects of the humanitarian programs being implemented in Sudan.

SoCha is seeking a full-time, qualified individual to fill the role of Chief of Party (COP). The COP position will be based in the region and is contingent on contract award and USAID approval.

Scope of Work

The COP will be the most senior point of contact for USAID/BHA. The COP has SoChaโ€™s full authority to manage the project and its subcontract partners to achieve its objectives, allocate resources to priority initiatives, oversee the technical implementation, ensure contractual compliance, and assure the quality of deliverables. S/he will build and lead a core team that is responsive to USAIDโ€™s needs and delivers high-quality outputs under tight deadlines. S/he will lead the development of the annual work plan and, in collaboration with SoCha HQ, conduct high-level data analyses and quality assurance. The COP will ensure gender, inclusion, safety and โ€œdo no harmโ€ principles are core aspects of implementation. S/he will promote adaptive management within the project and with BHA by implementing risk mitigation procedures under the Safety and Security Plan. The COP will be the final point of authorization for TPM team field deployment and point of contact to report programmatic irregularities.

Minimum Qualifications and Experience

REQUIRED EXPERIENCE

  • EITHER a Masterโ€™s degree in international affairs, social science, or a related field, at least eight (8) years progressively responsible experience in a relative subject matter, and at least three (3) yearsโ€™ experience managing teams OR a Bachelorโ€™s degree in international affairs, social science, or a related field with at least ten (10) years progressively responsible experience in a relative subject matter, and at least five (5) yearsโ€™ experience managing teams.
  • At least two (2) years of experience working on complex humanitarian emergencies.
  • Previous experience managing TPM projects, Monitoring & Evaluation (M&E) support projects, and/or complex projects in a humanitarian, development, or transition context.

PREFERRED EXPERIENCE AND SKILLS

  • Previous experience designing and/or facilitating staff trainings and/or experience supporting capacity building projects in a humanitarian, development, or transition context.
  • Previous experience conducting quantitative and qualitative field research in complex humanitarian emergencies.
  • Previous experience working on programs implemented in South Kordofan and Blue Nile regions of Sudan is highly desirable.
  • Previous experience implementing a USAID-funded program is desirable.
  • Previous experience managing subcontractors is desirable.
  • Previous experience working in sensitive contexts where an understanding of gender and social inclusion and familiarity with or experience in Protection programming including work responding to gender-based violence.
  • Excellent oral and written communication skills in English and, ideally, language skills in other languages spoken in Sudan.
  • Excellent analytical, interpersonal, and team management skills.
