Chief of Party Location: United States remote Winrock is recruiting a full-time Chief of Party for the anticipated three-year U.S. Department of State, Bureau of Oceans and International Environmental and Scientific Affairs (OES) program, Ending Plastic Pollution International Collaborative Public-Private Partnership (EPPIC). EPPIC will significantly reduce plastic pollution by strengthening enabling environments, raising public awareness, and promoting multistakeholder engagements that advance solutions to enhance circularity across the plastics lifecycle, particularly with innovation in upstream design and production. The COP will lead all technical, financial and administrative aspects of the program and will be the principal link between OES, Winrock, project partners, and public and private stakeholders. S/He will be responsible for reporting to OES and provide technical oversight over subcontractors, grantees and other aspects of the program including monitoring and evaluation. This position is contingent upon award. Qualifications: Minimum of 10 years in a director-level role leading and managing complex development programs and multi-disciplinary teams, preferably as a Chief of Party for a Department of State-funded project. Desired professional experience with plastic waste-related initiatives, including circular economy models, recycling and reuse, alternatives to plastic packaging, administering challenge funds, as well as solid understanding of policy, regulations, economics, and market issues related to plastic packaging and plastic waste. Track record of working with or for one or more private companies to achieve plastic waste reduction results. Experience building and maintaining close collaborative relations with private sector and government partners in developing countries. Experience building the capacity of civil society and community-based organizations. Proven exceptional leadership in the design, management, implementation, monitoring, and evaluation of similar size and complex international donor support programs with skills in strategic planning, supervision, and budgeting. Excellent communication skills in English. A Masterโ€™s degree in a relevant discipline is required. Skills: Knowledge of OES policies and procedures as related to project (including grant/sub award) management required. Strong leadership, communication, and interpersonal skills, including proven ability to develop and communicate a common vision among diverse partners and lead a multi-disciplinary and multi-cultural team. Ability to build coalitions and networks that will provide synergies and sustainable solutions for the program. Demonstrated ability to create and maintain effective working relations and coalition building among host country government personnel, stakeholders, civil society partners, and international donor agencies. Strong writing and oral presentation skills in English. Ability to work independently and manage a high-volume workflow. ESSENTIAL RESPONSIBILITIES: Provide overall strategic vision, managerial and technical leadership and administrative oversight to achieve outcomes of the program. Oversee and be responsible for work planning and reporting, managing the programโ€™s budget and grants, ensuring compliance with Winrockโ€™s accounting principles and OES regulations, and directing the programโ€™s core team of staff, including performance management. Monitor program indicators, evaluate program results, and make recommendations for improvement in program implementation. Analyze program impacts and challenges to adaptively manage the project to meet or exceed results. Regularly meet with key stakeholders to ensure progress towards activity objectives and goals.
